Ottawa Catholic School Board in Zone 4 · Ottawa 2026

# Spencer Warren

Sitting Ottawa Catholic School Board trustee for Zone 4 (Barrhaven, Riverside South and Findlay Creek) seeking another term against Greg Hopkins; the board says he brought the 2021 motion to fly the Pride flag at all its schools.

Spencer Warren is on the City of Ottawa’s open data list of nominated candidates for Ottawa Catholic School Board trustee in Zone 4, which covers City Wards 3, 22 and 24, with a nomination dated May 11, 2026. The other nominee in the zone is Greg Hopkins. The board’s trustee page lists Warren as the Zone 4 trustee, CBC News listed him as trustee-elect in October 2018, and the City’s results give him 3,370 of 6,953 votes, 48.5 percent, in the 2022 race. The board says he brought the motion to fly the Pride flag at all its schools, and he has told the Barrhaven Independent that he has advocated for new schools and for a second Catholic high school in Barrhaven.

01 / Introduction

## About Spencer Warren

The City of Ottawa’s open data file shows Spencer Warren’s nomination for trustee of the Ottawa Catholic School Board in Zone 4 dated May 11, 2026, with no withdrawal. The other nomination in the zone is Greg Hopkins, dated August 19, 2026. CTV News Ottawa’s guide of September 9, 2026 lists both and marks neither as acclaimed. The City’s page for this board could not be read, so voche.me relies on the open data file.

The board’s trustee page lists him as Board Trustee for Zone 4, which covers Ward 3 Barrhaven-West, Ward 22 Riverside South-Findlay Creek and Ward 24 Barrhaven-East. CBC News listed him as the trustee-elect for Zone 4 on October 23, 2018, and said those results were unofficial at the time. The Barrhaven Independent reported on August 19, 2022 that he was acclaimed in 2018 after nobody ran against him. The paper reported on November 7, 2022 that he was going into his third term. The City’s official results for the October 24, 2022 election give him 3,370 of the 6,953 votes cast in the Zone 4 race, which is 48.5 percent. Greg Hopkins had 1,998 votes and Nicolas Caravaggio had 1,585.

The board’s release of June 1, 2022 says that the year before, Trustee Spencer Warren brought forth a motion, which Vice-Chair Jeremy Wittet seconded, and the Board of Trustees approved it, to fly the Pride flag at all board schools. The Barrhaven Independent reported the same motion. His X profile calls him a trustee for the board, a father and husband, and a proud supporter of Catholic education, and it carries a rainbow flag symbol.

On school buildings he has told the Barrhaven Independent the following. In August 2021 he said that expansion funding let the board remove 11 portable classrooms at St. Joseph High School, that 13 remained, that the board planned another high school in Barrhaven and that he had been seeking a new elementary school in Findlay Creek for six years. In March 2022 he said that a new Barrhaven South Catholic Elementary School would ease crowding at St. Cecilia and St. Benedict, and that the Findlay Creek school had been approved. In November 2022 he said he had advocated for four new schools in his zone, one already open in Half Moon Bay, and that he was working on a business case for another high school in Barrhaven. The board’s release of April 21, 2022 quotes him saying he was pleased to have successfully advocated for a new Catholic elementary school in Riverside South, and the board’s chair thanked him for that work. These are his statements and the board’s as printed, and voche.me has not checked the claims about the schools.

CTV News Ottawa reported on May 7, 2026 that the board’s chair, Mark D. Mullan, wrote on behalf of all 10 trustees to Education Minister Paul Calandra on May 4, 2026 to raise serious concerns about Bill 101, the Putting Student Achievement First Act. The letter is the board’s position as the chair put it, and voche.me did not find how each trustee voted on any motion. voche.me found no 2026 campaign statement from him. The sources read hold no complaint or allegation about him.

## What voche.me has checked

Evidence reviewed on October 7, 2026: the City’s open data file of nominations and its 2022 official results for the Zone 4 race, the board’s trustee page, its releases of October 26, 2020, June 1, 2022, April 21, 2022, October 26, 2022, November 15, 2022, November 14, 2023 and November 12, 2024, its Board Meetings page and the agenda of its annual meeting of November 11, 2025, CTV News Ottawa of May 7 and September 9, 2026, CBC News of October 23, 2018, four articles in the Barrhaven Independent of 2021 and 2022, and the public part of his X profile.

Gaps. The City’s page for the Ottawa Catholic School Board could not be read: ottawa.ca returns an empty page to scripts, and the Internet Archive holds no copy of that page. No campaign website or 2026 statement from him was found, so the two priorities shown are his statements of 2022. Board minutes with recorded votes were not found: the board posts agendas as shared documents and videos of meetings, and voche.me did not watch the videos. The annual meeting agenda of November 11, 2025 names trustees on lists for committees and gives no results, so voche.me does not say which committees each trustee sits on. His posts on X need a login and were not read. The claims about new schools are his statements and the board’s, and were not checked against Ministry of Education or board records. The voche.me questionnaire has not been sent.
