"twitter:title": "Scott Phelan: candidate for Ottawa Catholic School Board in Zone 1, Ottawa 2026" --- ** Ottawa Catholic School Board in Zone 1 · Ottawa 2026 # Scott Phelan Sitting Ottawa Catholic School Board trustee for Zone 1 since November 2022, the only person to register for the position in 2026, and the Progressive Conservative candidate in Kanata-Carleton in the February 2025 Ontario election. Scott Phelan is on the City of Ottawa’s open data list of nominated candidates for Ottawa Catholic School Board trustee in Zone 1, which covers City Wards 6, 20 and 21, with a nomination dated May 5, 2026, and the list shows no other nomination in the zone. CTV News Ottawa reports that he is acclaimed, which means he is declared elected without a vote because no one else registered. The board’s trustee page lists him as the Zone 1 trustee, and the City’s results give him 3,072 of 6,938 votes, 44.3 percent, in the 2022 race. CBC News reported that he was the Progressive Conservative candidate in Kanata-Carleton in the 2025 Ontario election, and Elections Ontario’s totals give him 19,353 votes there. voche.me could not read the City’s own page for this board, so it does not report the City’s declaration. CTV News Ottawa reported on August 22, 2026 that he is one of five Ottawa Catholic School Board candidates acclaimed after being the only person to register, and its guide of September 9, 2026 marks him as acclaimed. The City’s page for this board could not be read, so voche.me cannot say what the City itself has declared. The board’s trustee page lists him as Board Trustee for Zone 1, which covers Ward 6 Stittsville, Ward 20 Osgoode and Ward 21 Rideau-Jock. The board announced on October 26, 2022 that the new term began on November 15, 2022, and its release of November 15, 2022 lists him as newly elected. The City’s official results for the October 24, 2022 election give him 3,072 of the 6,938 votes cast in the Zone 1 race, which is 44.3 percent. Mardi de Kemp had 2,458 votes and Jeff Darwin had 1,408. The board’s release names Mardi de Kemp as the outgoing Zone 1 trustee. CBC News listed him in January 2025 as the Progressive Conservative candidate for Kanata-Carleton in the Ontario election, and described him as an Ottawa Catholic School Board trustee in the area who has worked in information technology and is a former president of the Stittsville Minor Hockey Association. In a CBC report of February 13, 2025 he said that people who work in the riding’s technology sector are worried about jobs because of the threat of United States tariffs, and that he has spent most of his career in that sector. Elections Ontario’s official totals give Karen McCrimmon 22,811 votes and Scott Phelan 19,353 of the 47,608 votes counted for candidates, a gap of 3,458 votes. An Ontario municipal candidate has no party, so no party appears on this page. The party fact comes from CBC News and refers to the 2025 provincial election. A profile of February 2, 2022 on the website of Stittsville Councillor Glen Gower, written by Catherine Musgrove, describes Scott Phelan as president of the Stittsville Minor Hockey Association and says he coaches hockey, helped organize the outdoor rink at Village Square and led a food drive for the Stittsville Food Bank. CBC News names the trustee as a former president of the same association. The public part of his X profile calls him a community builder, volunteer and coach with a love for hockey, and a trustee for Zone 1. These are statements by others and by himself, and voche.me has not checked them with the organizations. CTV News Ottawa reported on May 7, 2026 that the board’s chair, Mark D. Mullan, wrote on behalf of all 10 trustees to Education Minister Paul Calandra on May 4, 2026 to raise serious concerns about Bill 101, the Putting Student Achievement First Act. The letter is the board’s position as the chair put it, and voche.me did not find how each trustee voted on any motion. The sources read hold no complaint or allegation about him. These are stated positions, not an assessment of results or a complete platform. No platform positions have been supplied. Research status ## What voche.me has checked Evidence reviewed on October 7, 2026: the City’s open data file of nominations and its 2022 official results for the Zone 1 race, the board’s trustee page, its releases of October 26, 2022, November 15, 2022, November 14, 2023 and November 12, 2024, its Board Meetings page and the agenda of its annual meeting of November 11, 2025, CTV News Ottawa of May 7, August 22 and September 9, 2026, CBC News of January 30, 2025 and February 13, 2025, Elections Ontario’s official totals for Kanata-Carleton, the Glen Gower profile of February 2, 2022, and the public part of his X profile. Gaps. The City’s page for the Ottawa Catholic School Board could not be read: ottawa.ca returns an empty page to scripts, and the Internet Archive holds no copy of that page. No campaign website or statement for the 2026 race was found, so his priorities for this term are not known. Board minutes with recorded votes were not found: the board posts agendas as shared documents and videos of meetings, and voche.me did not watch the videos. The annual meeting agenda names him on lists for several committees and gives no results, so voche.me does not say which committees he sits on. His posts on X need a login and were not read. The Glen Gower profile does not state that it is the same person as the trustee, and voche.me links the two through the CBC description of the trustee as a former association president. The voche.me questionnaire has not been sent. 03 / Background ## Experience & community November 2022 to present ### Trustee, Ottawa Catholic School Board, Zone 1 The board announced that the term of the trustees elected on October 24, 2022 began on November 15, 2022, and its trustee page lists him as the Zone 1 trustee.
