# Peter Westaway

Bicycle mechanic running for Mayor on a plan to change the Ottawa Greenbelt.

Peter Westaway repairs bicycles, and CBC News describes him as a former taxi driver. The City's list shows his nomination for Mayor dated July 15, 2026, the same day it shows him withdrawing from a race for Councillor in Ward 9. His campaign says its main aim is to change how the Greenbelt farmland is used. In his answers to CBC News he says he would prefer no property tax increase, would cut the police budget and would not give City money to a new NHL arena.

01 / Introduction

## About Peter Westaway

The City's list of nominated candidates shows that Peter Westaway filed a nomination for Councillor in Ward 9 on May 1, 2026, withdrew that nomination on July 15, 2026, and filed a nomination for Mayor on July 15, 2026. His campaign website says he registered in Ward 9, then decided to run for Mayor and to support Cole Fraser Jones, another Ward 9 candidate, against the sitting councillor, Sean Devine. The City's list shows his nomination for Mayor and gives a website, a LinkedIn profile and a YouTube channel for him.

CBC News described him in 2022 as a bike mechanic who ran for Councillor in Ward 9 that year, and in 2025 as a former taxi driver who tunes up bicycles. CBC News also reported that he ran in the June 16, 2025 by-election in Osgoode ward and as an independent in the Nepean riding in the 2025 Ontario election. In both 2025 races CBC News said his main issue was the Ottawa Greenbelt. His website says he grew up in Nepean, drove a taxi for many years, was elected by taxi drivers to the City's Taxi Advisory Committee after amalgamation, and runs a mobile bicycle repair business called Bikemobile. These are his own statements, and voche.me has not checked them against City records.

His campaign website, titled World's Dumbest Farms, argues that the Greenbelt, the ring of mostly federal land around Ottawa's older neighbourhoods, did not stop suburban sprawl and should be changed. It says the land is controlled by the National Capital Commission (a federal agency), which makes change difficult. The site also carries short pages on waste, the police, Lansdowne, traffic, the City budget and amalgamation, and a page that tells readers to vote for Neil Saravanamuttoo for Mayor, another candidate in this race.

In his answers to the CBC News questionnaire he wrote that he would prefer a zero property tax increase and would look for savings in staff and budgets, but that he sees this as unrealistic in the first year. He wrote that the police budget should be decreased and that police should do more traffic enforcement, and that the City should use more social workers and fewer police officers when it responds to public drug use and encampments. He answered No to City funding for a new NHL arena at LeBreton Flats and No to a ring road. He answered Maybe on using the mayor's strong powers, and wrote that he is not sure why.

## Priorities & positions

Campaign-source summary

Summarized from the campaign’s published profile. These are stated positions, not an assessment of results or a complete platform.

01

### The Greenbelt

His campaign says it wants to plant more trees along roads that cross the Greenbelt, starting with Greenbank Road, turn some large commercial farms into small community farms open to the public, and use some of the cornfields for new high-tech communities built to high environmental standards.

The campaign says the National Capital Commission should hold open competitions for designs for these communities.

The campaign says the National Capital Commission controls the land, so the City cannot change it alone.

### Taxes and the City budget

In his answers to CBC News he wrote that he would prefer a zero property tax increase and would find savings by cutting staff and budgets, and that he knows this is unrealistic in the first year.

He wrote that OC Transpo deficits should be handled with service cuts and not with higher fares or a transit levy.

He answered No to City funding for a new NHL arena at LeBreton Flats and said he would not accept campaign donations from the development and construction industry.

He named strengthening the sewer system as his top infrastructure priority.

### Waste

His website says Ottawa's garbage, recycling and compost systems are failing. It calls for a modern waste-to-energy plant (a plant that burns garbage to make electricity) and for covered recycling bins like those used in Gatineau.

The site says Mayor Mark Sutcliffe promised on his campaign to look into a waste-to-energy plant and that the City then set a three-bin limit. These are the campaign's statements, and voche.me has not checked them.

Research status

## What voche.me has checked

Evidence reviewed on October 5, 2026: the City of Ottawa's list of certified candidates, the City's open data file of nominated candidates, six pages of his campaign website, CBC News's list of mayoral candidates of August 28, 2026 with his questionnaire answers, and CBC News reports of 2022 and 2025 on his earlier races. His plans come from his campaign and from his own answers to CBC News, and each is written here as his statement.

Gaps. The City's page of withdrawn candidates could not be opened, so the withdrawal date comes from the City's open data file. His YouTube channel and LinkedIn profile could not be read, and nothing from them is used. His claims about the Taxi Advisory Committee, his business and his 2025 races come from his own website or from CBC News and were not checked against City or Elections Ontario records. Results of his earlier races were not taken from the official results. No news report quoting him in the 2026 mayoral race was found. The questionnaire has not been sent.
