# Mathieu Fleury

Former City Councillor for Rideau-Vanier (2010 to 2022), now a candidate for trustee of the French public school board in Zone 10 against Réda Lounis; his campaign lists three priorities.

Mathieu Fleury is on the City of Ottawa’s list of nominated candidates for trustee of the Conseil des écoles publiques de l’Est de l’Ontario (CEPEO, the French public school board) in Zone 10, which covers City Wards 12 and 13, with a nomination filed on August 14, 2026. The City’s open data files list him as Councillor for Rideau-Vanier, ward 12, in the terms of 2010 to 2014, 2014 to 2018 and 2018 to 2022, and CBC reports that he did not run in 2022. The City’s minutes record the votes he cast and the motions he moved in three meetings, including a 2020 motion on safe supply of drugs that Council carried 18 to 3. His campaign website lists three priorities: students and schools, student success, and francophone governance. The other candidate in the zone is Réda Lounis. ## About Mathieu Fleury

The City of Ottawa’s open data file of nominated candidates (workbook of August 29, 2026), sheet CEPEO, shows Mathieu Fleury in Zone 10 with a nomination filed on August 14, 2026 and no withdrawal. The other nomination in the zone is Réda Lounis, filed on August 21, 2026. CTV News Ottawa’s guide to the school board races lists Zone 10 as Wards 12 and 13 and links his name to his campaign website. The board’s election page names the area of sector 10 as Rideau-Vanier and Rideau-Rockcliffe. The board’s release of October 25, 2022 names Sonia Boudreault as elected for sector 10, and the City’s 2022 sheet for Zone 10 gives her 2,285 of the 2,982 votes cast, ahead of Warsama Aden with 375 and Joseph-Alphonse André with 322. Le Droit and the Ottawa Citizen both report that she is not running again in 2026.

The City’s own records show his service as a City Councillor. The City’s open data files of Elected Officials for 2010 to 2014, 2014 to 2018 and 2018 to 2022 each list Mathieu Fleury as Councillor for Rideau-Vanier, ward 12. CBC reported on May 10, 2022 that he was elected in 2010, 2014 and 2018, chaired the board of directors of Ottawa Community Housing, sat on the Transportation Committee and on the Community and Protective Services Committee, and had decided not to run in the October 2022 election. CBC wrote that he gave the toll of the pandemic on the job, and a wish to contribute in other ways, as his reasons. CBC’s ward guide of August 25, 2026 adds that Stéphanie Plante won the ward in 2022 after Fleury left municipal politics. The City’s minutes of November 9, 2022, which a motion in them calls the last meeting of the term, record him moving motions and voting.

How to read the City’s minutes: the member who moves a motion proposes it, and the seconder is a second member who supports it so that it can be debated. Carried means passed, and lost means defeated. The minutes list how each member voted only when a recorded vote was taken. The lists below come from three sets of minutes that voche.me opened, and many other meetings of his twelve years were not read.

In the special City Council meeting of May 27, 2020, held by electronic participation, Councillor Fleury moved Motion 34/15, with Councillor McKenney as seconder. It asked the Mayor to write to the provincial and federal ministers of health and ask them to fund an expanded safe supply of drugs in Ottawa. The motion describes safe supply as controlled amounts of pharmaceutical-grade drugs, with housing and other supports, for people with addictions. The minutes show it carried on a division of 18 yeas and 3 nays. Fleury is among the yeas, and Councillors El-Chantiry, Darouze and Hubley are the three nays. CBC reported the same three names. CBC quoted him on May 13, 2020, before the vote, saying that the pandemic had shown that people without housing, with addictions or with mental health needs are even more vulnerable.

At the same meeting Council took up the growth plan for the new Official Plan. The minutes list Fleury among the yeas on Motion 34/3, which proposed the No Expansion Scenario (all new homes of 2041 to 2046 inside the built-up area), lost 8 to 13, and on Motion 34/4, which proposed that 70 per cent of new homes in 2041 to 2046 be built inside the built-up area, lost 9 to 12. He is also one of the six nays when Council carried the committees’ recommendations, as amended, by 15 to 6. He moved Motion 34/9, with Councillor Harder as seconder, which directed staff to include Official Plan policies on better design standards and on spreading homes across the area inside the greenbelt. The minutes show it carried with no member dissenting.

In the minutes of March 27, 2019 he moved Motion 10/7, with Mayor Watson as seconder, to bury overhead hydro wires on two sections of Montreal Road, between North River Road and Palace Street and between St. Anne Street and L’Eglise Street. The motion shared the cost with Hydro Ottawa and put the City’s estimated share at $1.1 million, paid from the existing Montreal Road project budget. The minutes show it carried and list no vote by name. CBC reported on March 23, 2019 that Mayor Watson and Fleury proposed a property tax rebate for businesses that redevelop property on Montreal Road, and the article does not report a Council vote on it.

In the minutes of November 9, 2022 he gave Council a direction to staff to study zoning changes and heritage protections, including heritage conservation districts, to make up for the design controls in Sandy Hill and other neighbourhoods that the proposed changes in the provincial Bill 23 would remove. The minutes say the direction was accepted and that his related Sandy Hill motion, seconded by Councillor King, was withdrawn. He also asked for a separate vote on two by-laws about lands on Montreal Road, Montfort Street and Ste. Anne Avenue, one of which removed a zoning hold (a condition that stops building until it is met). Council voted 10 to 12 against that request. Fleury is among the 10 in favour.

After Council, CBC reported on October 9, 2024 that the City of Cornwall announced he was no longer its chief administrative officer, a job to which Cornwall hired him in August 2023 for a five-year term. The announcement gave no reason, and CBC wrote that he declined its request for an interview. CBC also reported that he had been interim executive director of J.W. MacIntosh Community Support Services, a housing and community support organization in Williamsburg, Ontario. Le Droit reported that he also worked as a consultant for Stratford Group, a management consulting firm based in Ottawa. These are the news outlets’ reports, and voche.me did not check them with the employers.

His campaign website, in French and English, presents him as a parent, a former student of École élémentaire publique Francojeunesse and an advocate for the francophone community. It says he has two children who attend French-language schools, that his path went from Francojeunesse to Franco-Cité and the University of Ottawa, and that he serves on the boards of Hôpital Montfort and the community radio station Unique FM. It says his experience in governance, public finance, strategic planning and representing residents will serve students and parents. These are the campaign’s statements about him. The Hôpital Montfort website answered voche.me with a bot-check page, so the board seat was not checked there, and the Ottawa Citizen wrote that he has sat on boards that include Montfort Hospital.

Le Droit quotes him on August 25, 2026. He said he is worried. In the past year he followed the provincial education file, and he said that Ontario’s power structures will change for francophones even though members of the Legislature said they were not there to change anything. He said a trustee needs a more political outlook, that political advocacy at cultural events such as the Festival franco-ontarien is now being questioned, and that the principle of school boards run by and for francophones is affected. Le Droit adds that Law 33, adopted in November 2025, widens the Minister of Education’s powers over school boards and expressly protects the language and cultural aspects of French-language boards. He told Le Droit that he left politics by choice in 2022, that the mood at City Hall was heavy, that he needed a break, that he made his decision this summer after talking with Sonia Boudreault, parents and other trustees, and that a trustee’s role is one of governance and strategy more than a City Councillor’s role.

The Ottawa Citizen quotes him on August 22, 2026 saying he does not come with one issue to fix. He said the trustee role differs from that of a councillor and a chief administrative officer, and that the board needs good governance and active, engaged parents. He said that both roles involve hearing from the community and connecting residents to officials. VoteMate lists him with no profile and no promises, and the sources read hold no complaint or allegation about him that relates to a school board.
