01 / Introduction
## About Mark D Mullan
The City of Ottawa’s open data file shows Mark D Mullan’s nomination for trustee of the Ottawa Catholic School Board in Zone 8 dated May 5, 2026, with no withdrawal, and it lists no other nomination in the zone. CTV News Ottawa reported on August 22, 2026 that he is one of five Ottawa Catholic School Board candidates acclaimed after being the only person to register, and its guide of September 9, 2026 marks him as acclaimed. The City’s page for this board could not be read, so voche.me cannot say what the City itself has declared, and no acclamation is recorded on this page.
The board’s trustee page lists Mark D. Mullan as Chairperson, Zone 8, which covers Ward 10 Gloucester-Southgate and Ward 18 Alta Vista. CBC News listed Mark Mullan as the Zone 8 trustee-elect on October 23, 2018. The board’s release of November 15, 2022 says he was acclaimed Chair of the board, that he was in his 26th year of serving Catholic students and that he was entering his eighth term as Chair. Its releases of November 14, 2023 and November 12, 2024 say he remained Chair. The City’s official results for the October 24, 2022 election give him 2,389 of the 3,538 votes cast in the Zone 8 race, which is 67.5 percent. Christopher Andrew John Kelly had 1,149 votes.
CTV News Ottawa reported on May 7, 2026 that Mullan, writing on behalf of all 10 trustees in a letter dated May 4, 2026, told Education Minister Paul Calandra that the trustees had serious concerns about Bill 101, the Putting Student Achievement First Act. The letter is the board’s position as the chair put it, and voche.me did not find how each trustee voted on any motion.
The board decided in June 2026 to end the bus attendant positions that help students with special needs. CTV News Ottawa reported on June 24, 2026 that the board called the cut an operational decision that was not brought to the trustees, and that trustees voted unanimously at a meeting on Tuesday, June 23, to rescind it. The board’s release of June 23, 2026 quotes Chair Mullan saying that the trustees listened, reflected and unanimously agreed that continuing bus attendant services is the right decision. voche.me found no 2026 campaign website or statement from him. The sources read hold no complaint or allegation about him.

## What voche.me has checked
Evidence reviewed on October 7, 2026: the City’s open data file of nominations and its 2022 official results for the Zone 8 race, an Internet Archive copy of the City’s list of nominated candidates for this board (last updated June 29, 2026), the board’s trustee page, its releases of October 26, 2022, November 15, 2022, November 14, 2023, November 12, 2024 and June 23, 2026, CBC News of October 23, 2018, CTV News Ottawa of May 7, June 24, August 22 and September 9, 2026.
Gaps. The City’s page for the Ottawa Catholic School Board could not be read: ottawa.ca returns an empty page to automated requests, and the Internet Archive holds no copy of the certified list. The only archived copy is the City’s list of nominated candidates last updated June 29, 2026. A zone with one nomination is called acclaimed here only as CTV News Ottawa reported it. No campaign website or 2026 campaign statement from him was found, so no priorities are shown. Board minutes with recorded votes were not found: the board posts agendas as shared documents and videos of meetings that voche.me did not watch, and its motions registry lists only the mover and seconder of each motion. The voche.me questionnaire has not been sent.
