Malloum Abakar is on the City of Ottawa's list of certified candidates for Councillor in Ward 8 College, with a nomination dated August 21, 2026. CBC News, CTV News and his own website print his name as Abakar Malloum, and CBC News describes him as a part-time political studies professor. His campaign says it asks the City to publish stormwater spending ward by ward and to give a dated plan for the Baseline bus rapid transit line. He says he lives in Bay Ward, next to College Ward. One other candidate, Laine Johnson, is on the ballot.

## About Malloum Abakar

The City's list of certified candidates shows the name Malloum Abakar with a nomination dated August 21, 2026, and the City's open data file lists him as Abakar, Malloum. CBC News, CTV News Ottawa, Capital Current and his own website print the name as Abakar Malloum. This page follows the City's list. The list gives his website and shows that he had not registered for the Contribution Rebate Program. CBC News describes him as a part-time political studies professor.

His campaign website says he earned a doctorate in political thought and public administration from the University of Ottawa in 2024 and now teaches there, that he coordinated research at a university chair on international francophonie and cultural policy, that he worked in Benin on community development with CUSO International, that he spent six years in regulatory compliance and technical support before his academic career, and that he works in English and French. These are his own statements, and voche.me has not checked them with the university or the other organizations.

In the CBC News questionnaire he answers the question about years lived in the ward with "None", says he lives in Bay Ward next door, and says the rules allow it. He says he has not taken a position on any specific street until he has heard both sides and read the staff report. Capital Current reports that College Ward logged 2,282 flood-related service requests after the July 1 storm, which is 40 percent of the city's flooding calls to 311, and that at a debate he criticized how the City allocates stormwater fees. His campaign says the 2026 stormwater charge for a detached house is $252.97, up 7.6 percent, and that the largest stormwater item in the City's 2026 capital budget, $33.4 million for culverts, is filed as City Wide. Those figures are his, and voche.me did not check them against the budget. CTV News Ottawa lists him with no response to its questionnaire.
