01 / Introduction

## About Laine Johnson

The City of Ottawa's list of elected officials for 2022 to 2026 shows Laine Johnson as Councillor for Ward 8 College, and the Council minutes of September 9, 2026 list her as present. The City's published results for the October 24, 2022 election give her 8,899 of the 16,906 votes cast in Ward 8, which is 52.6 percent. The other four candidates were Pat McGarry with 5,652 votes, Wendy Davidson with 1,338, Granda Kopytko with 649 and Vilteau Delvas with 368. CBC News says she took the seat in 2022 after leading non-profit organizations involved in civic engagement and housing. The City's list of certified candidates shows her 2026 nomination dated June 8, 2026.

Her campaign website and the CTV News questionnaire say she has worked in executive roles at Synapcity, a non-profit for public participation, and at Centretown Citizens Ottawa Corporation, a non-profit housing company, and that she co-founded the Ottawa Community Land Trust. In the CBC News questionnaire she gives her role at the housing company as Director of Tenant Engagement. She says she belongs to the Emergency Preparedness and Protective Services Committee, the Planning and Housing Committee and the Transportation Committee. The City's page for her, read as an Internet Archive copy of August 11, 2025, lists the same non-profit roles. These are her own statements, and voche.me has not checked them with those organizations or with the committees.

The Council minutes of December 10, 2025 record her voting against the 2026 Ottawa Police Service budget (carried 20 to 5), for an amendment to add $5.4 million from the Tax Stabilization Reserve for community-based safety and crisis response (lost 9 to 16), against the Transit Committee budget item (carried 20 to 4), and for the motion that adopted the 2026 budget reports (carried 21 to 4). The same minutes record her as the mover of Motion 2025-71-18, which asks staff to review the Reimagining Robertson Road study for Bells Corners in the City's public realm plans (carried), and of Motion 2025-71-19, which asks staff to look at sending red light camera revenue to the Road Safety Reserve Fund (carried). The minutes of April 22, 2026 record her voting for the Safe Access to Social Infrastructure By-law (carried 20 to 4).

The minutes of July 15, 2026, the first Council meeting after the July 1 storm and flooding, record her as the mover of Motion 2026-83-09, which asks the City's infrastructure department to report on causes of the flooding with a focus on Wards 7, 8 and 9, and as the seconder of motions 2026-83-02, 2026-83-04, 2026-83-05 and 2026-83-06. The motion text says College Ward had 2,282 flood-related service requests, the most of any ward. The minutes of September 9, 2026 record her as the seconder of a flood-resilience motion by Councillor Kavanagh and of a notice of motion by Mayor Sutcliffe on matching donations to the Canadian Red Cross appeal, and as one of 23 members voting for a motion asking the federal government to extend its consultation on the Eastern Bridge Project.

Her campaign website lists accomplishments, including that she voted against the Lansdowne 2.0 expansion, moved a motion for multi-year budgeting and moved a motion to delay the Lansdowne 2.0 discussion. These are the campaign's own claims, and voche.me did not open the minutes of those votes. The sources voche.me read hold no complaint or allegation about her.

## What voche.me has checked

Evidence reviewed on October 6, 2026: the City's list of certified candidates for Ward 8, the City's list of elected officials and 2022 results, the City's page for her (an Internet Archive copy), her campaign website (home, priorities, accomplishments and the stormwater, safer streets, fixing how the City works, transit and roads pages), the CBC News and CTV News Ottawa questionnaires, CBC News of August 25, 2026, Capital Current of September 21, 2026, and four sets of Council minutes (December 10, 2025, April 22, July 15 and September 9, 2026).

Gaps. Her Facebook page could not be read. Her non-profit roles and her committee seats come from her own statements. Committee minutes were not searched. The questionnaire has not been sent.
