The City’s list of certified candidates shows Jules Ruhinda’s nomination for Ward 24 Barrhaven East dated May 20, 2026, with the same date for his registration in the City’s Contribution Rebate Program. The list gives him no website or social media account. The Barrhaven Bugle writes that the City list held no website for him and that it found the campaign website itself, and Capital Current refers to his website. CBC News describes him as the founder of a company with a call centre business in Canada and Rwanda.

His campaign website says he is the founder and chief executive of Ring24CSR, a bilingual Canadian customer service and call centre company with operations in Canada and Rwanda, that he has lived in Barrhaven for more than 20 years, and that he came to Canada as a refugee from Burundi and has volunteered to help newcomers and refugee families settle. In the CTV News Ottawa questionnaire he says he came to Canada from Burundi as a refugee 23 years ago, joined his Member of Parliament in Montreal during the Quebec separation debate to campaign for a No vote, and has taken part in many election campaigns as a volunteer. He says he ran for City Council in 2018, founded Umugenzi for Refugees in 1995 to support refugees and newcomers with settlement services, operated an offshore call centre, and founded a post-construction cleaning company called Final Touch in 2025. He says he is fully bilingual in English and French and has lived in Ottawa since 2006. In the CBC News questionnaire he gives 22 years in the ward. voche.me did not check these statements with the bodies named. It did not find his name in a Global News list of 2018 Ottawa candidates, and it did not read the City’s 2018 results, so the 2018 run is unchecked.

His campaign website lists four priorities: affordability and responsible spending, accountable local government, safer and stronger communities, and listening to Barrhaven East. Its Events page describes his visit to a community barbecue held by the Multifaith Housing Initiative at The Haven, with no date shown. In the CBC News questionnaire he names improving public transit as the City’s highest priority, says he would keep any 2027 property tax increase as low as possible, and says the City should rely less on property taxes and make large developers pay a fairer share of the cost of growth. He says OC Transpo needs stronger management, an independent review and clear performance targets, and he picks a transit levy (an extra charge to pay for transit) to cover its deficits. On police he says more funding alone will not solve crime and he supports effective policing, prevention and youth and community programs. Capital Current reports that he wants to improve public transit and traffic management, according to his website. These are his own statements. The sources read hold no complaint against him.

Gaps. No social media account was found. His statements about his companies, his organization for refugees, his volunteer campaign work and his 2018 run were not checked with the bodies named. In the CTV News Ottawa questionnaire he gives 23 years since he came to Canada, joining a Montreal campaign during the Quebec separation debate and founding Umugenzi for Refugees in 1995. voche.me could not reconcile these dates and did not check them.
