# Emily Quaile

Community organizer and researcher with a master’s degree in political economy, running for Ottawa-Carleton District School Board trustee in Zone 4, and one of eight candidates who signed a shared statement against provincial supervision.

Emily Quaile is on the City of Ottawa’s list of certified candidates for Ottawa-Carleton District School Board trustee in Zone 4, which covers City Wards 7 and 15, with a nomination dated July 29, 2026. Her campaign website says she holds a master’s degree in political economy, is a parent of two students in the board’s schools, and wants more provincial funding, an end to supervision and more education workers. CBC News and the Ottawa Citizen report that she is one of eight candidates who signed a shared statement of principles. A 2024 noise bylaw ticket issued to her at a rally was withdrawn by the City on September 23, 2025. The other candidate in the zone is Benoit Massé.

## About Emily Quaile

The City of Ottawa’s list of certified candidates shows Emily Quaile’s nomination for trustee of the Ottawa-Carleton District School Board in Zone 4 dated July 29, 2026. The City’s open data file shows no withdrawal. She gave the City a campaign website. CTV News Ottawa lists her among the candidates for the zone.

Her campaign website says she is a community organizer and human rights advocate with a master’s degree in political economy, a bachelor’s degree in political science and a bachelor of fine arts in theatre. It says she attended five different schools in the board when it faced closures and cuts in the 1990s, was elected to the executive of her union local, CUPE 4600, and works with Community Solidarity Ottawa, a group that organizes against hate. The Canadian Association of Professional Employees, a union, lists her as a speaker at a November 25 event and repeats the union role and the master’s studies. The University of Manitoba Press lists a chapter by Emily Quaile, titled Building an Anti-facist Movement: Community Solidarity Ottawa and the Struggle Against Demobilization, in the book Confronting the Resurgent Right, published in May 2026. Her website says she wrote it. voche.me has not checked her degrees or her union office with the schools or the union.

Her website lists her priorities as a balanced, needs-based budget with more provincial funding, an end to cuts to staff and programs, local democracy with an end to supervision, better data on student needs, and human rights for all students and staff. In a post of August 18, 2026 she says the Elementary Program Review, the board’s plan that changed school boundaries and grades, was a bad solution to a structural problem, and that the Alternative School program should not have been cut. Her endorsements page lists an endorsement from Catherine McKenney, MPP for Ottawa-Centre, posted on Instagram.

CBC News reported on August 27, 2026 that she and seven candidates from other zones signed a shared statement of principles that calls for an immediate end to provincial supervision. CBC quotes her saying that local advocacy is still needed after the province concentrated power at Queen’s Park, and reports that she said the candidates want more student supports, including educational assistants and teachers. The board’s page says that since June 27, 2025 the board has been under supervision by the Minister of Education, so that decisions normally made by trustees are made by the appointed Supervisor.

The Ottawa Citizen reported on September 24, 2025 that the City of Ottawa issued her a $490 ticket under its Noise By-law for using a megaphone at a rally for transgender youth in February 2024. She was one of a group of people ticketed at protests who were represented by the law firm RavenLaw. The City prosecutor withdrew 17 tickets on September 23, 2025, and the City solicitor said the prosecution stopped for reasons of public interest and to save limited court resources. No court ruled on the bylaw. She said she was relieved and disappointed that the bylaw was not tested in court. The other sources voche.me read hold no complaint or allegation about her.
