01 / Introduction

## About David Hill

The City of Ottawa's list of elected officials for 2022 to 2026 shows David Hill as Councillor for Ward 3 Barrhaven West, and the Council minutes of September 9, 2026 list Councillor David Hill as present. The City's published results for the October 24, 2022 election give him 6,230 of the 14,168 votes cast in Ward 3, which is 44.0 percent. The other candidates were Taayo Simmonds with 4,737 votes, Jay Chadha with 2,200 and Sadaf Ebrahim with 1,001. CBC News says he took a seat left open by Jan Harder, who had represented Barrhaven since 1997. The City's list of certified candidates shows his 2026 nomination dated May 12, 2026.

CBC News describes him as a former infantry officer in the Canadian Armed Forces. In the CTV News questionnaire he says he served 25 years in the Canadian Armed Forces and retired as a Lieutenant Colonel, with tours in Afghanistan, Haiti and Lebanon, and that before the army he worked in a gold mine and in the trades in Saskatchewan and Northern Ontario. He says he moved back to Ottawa in 2016. In the CBC News questionnaire he says he holds an Institute of Corporate Directors designation from the Rotman School of Management. These are his own statements, and voche.me has not checked them with the Department of National Defence or the school.

His campaign website says that over four years the work in the ward advanced construction of the Greenbank Road realignment, built or improved parks, and added traffic lights, roundabouts and crosswalks. These are the campaign's own claims. The website says that if re-elected he will keep taxes as low as possible, bring more police officers to Barrhaven and keep building roads, parks and local infrastructure. In the CBC News questionnaire he says he cannot support a 2027 property tax increase higher than the 2.5 percent he calls Mayor Mark Sutcliffe's pledge.

The Council minutes of December 10, 2025 record him voting for the 2026 Ottawa Police Service budget (carried 20 to 5), against an amendment to add $5.4 million from the Tax Stabilization Reserve for community-based safety programs (lost 9 to 16), and for the motion that adopted the 2026 budget reports (carried 21 to 4). The minutes also record that he declared an interest in two parts of the Community Services Committee budget and took no part in those votes. The minutes of September 9, 2026 record him as the seconder of a motion on federal Bill S-246, the Wartime Service Recognition Act, which Council carried, and as one of 23 members voting for a motion asking the federal government to extend its consultation on the Eastern Bridge Project. The sources read hold no complaint or allegation about him.

## What voche.me has checked

Evidence reviewed on October 6, 2026: the City's list of certified candidates for Ward 3, the City's list of elected officials and 2022 results, his campaign website, the CBC News and CTV News Ottawa questionnaires, the Barrhaven Bugle of September 17, 2026, and two sets of Council minutes.

Gaps. His military service, his corporate director designation and every project listed on his website are his own claims and have not been checked against a record. His Facebook posts could not be read. Council minutes outside the two dates read were not searched. The questionnaire has not been sent.
