01 / Introduction

## About Anna Ielo-Tal

The City's list of certified candidates shows Anna Ielo-Tal's nomination dated June 11, 2026, and the City's open data file shows her registered for the Contribution Rebate Program on July 7, 2026. She gave the City a website, a Facebook account and an Instagram account. CBC News describes her as a federal public servant who is running in her first municipal election, and says she has the backing of Jan Harder, who represented Barrhaven on Council for many years and did not run in 2022. Her campaign website carries an endorsement signed Jan Harder.

In the CBC News questionnaire she says she has lived in Ward 9 for more than 25 years, raised three children there, has a career with the Government of Canada in strategic advising, innovation and transformation, operations and technology projects, and holds a Bachelor of Arts in Law and Sociology from Carleton University. In the CTV News questionnaire she also lists work as an events coordinator for the defence attache liaison when she worked at the Israeli Embassy. These are her own statements, and voche.me has not checked them with an employer or the university.

In the CBC News questionnaire she says the police budget should be increased and that she will try to keep property taxes as low as possible, and she gave 2 out of 5 to the statement that intensification will be important for housing in her ward. In the CTV News questionnaire she says she does not support an infrastructure levy. Her website says Sean Devine voted against the City's Safe Access to Social Infrastructure By-law, also called the bubble by-law, at committee and at Council. The committee minutes of April 17, 2026 and the Council minutes of April 22, 2026 record Councillor Devine voting against it both times (15 to 2 and 20 to 4). The website's figure for resident support of the by-law was not checked.

CBC News reported on September 23, 2026 that Councillor Devine said she misrepresented his positions on curbside garbage limits and on a congestion tax during a Rogers TV debate and while door-knocking. In her own Facebook post she pointed to where she got the information, said a resident had misinterpreted what she said about garbage, and said Devine pulled her aside after the debate and swore at her, which she called bullying. Devine told CBC News he swore in her presence and not at her, and rejects the word bullying. She declined an interview with CBC News, and her emailed statement said there are clear policy differences between her and Devine and that the posts from both campaigns speak for themselves. CBC News reports no complaint to the City or to any regulator. Her website has a page that quotes statements by Devine from newsletters and social media posts about driving and garbage. voche.me did not check those quotations against their sources. These are statements by the two campaigns, and voche.me has not decided between them.

Research status

## What voche.me has checked

Evidence reviewed on October 6, 2026: the City's list of certified candidates for Ward 9, her campaign website (home, endorsements, the page on the current councillor's statements, traffic and roads, and weather resilience), the CBC News and CTV News Ottawa questionnaires, CBC News of August 25 and September 23, 2026, Capital Current of September 25, 2026, and the committee and Council minutes of April 17 and April 22, 2026.

Gaps. Her Facebook, Instagram and X pages showed only a title or a login page, so her posts, including the one about the dispute with Councillor Devine, could not be read. Her work history and degree rest on her own statements and one news description. The quotations from Devine on her website and the resident support figure for the by-law were not checked. Committee minutes beyond April 17, 2026 were not searched. The questionnaire has not been sent.
