Five new rezoning applications appeared on Vancouver's Shape Your City consultation platform since October 1, 2026, according to CityHallWatch's monthly snapshot published on November 1. The watchdog site, which has tracked Vancouver's rezoning pipeline for many years, counts 68 active proposals and 131 applications approved by Council in the 12 months ending November 1.

The five new applications range widely in scale. At the large end, a proposal at 2158-2170 W 1st Ave would amend an existing CD-1 zoning to allow a building with a floor space ratio of 8.73 and a height of 92 m (301 ft), according to CityHallWatch. At 3410-3436 Kingsway, an application for a new CD-1 designation would allow a building of 5.82 FSR and 88.4 m (290 ft).

At 2150 W 16th Ave, the City received an application to rezone the site from residential to CD-1 for a six-storey rental building with a floor space ratio of 2.89 and a height of 18.3 m (60 ft). The Shape Your City page for that address confirms the proposal would bring rental housing to a site currently zoned R1-1 (Residential Inclusive).

Two text amendments round out the list. At 650 W 41st Ave in Oakridge, the proposal would remove vehicle parking minimums from an existing CD-1 designation. At 461-479 E 16th Ave, the amendment would change the conditions attached to an already-approved rezoning.

## What FSR measures

Floor space ratio is the City's shorthand for density. It divides the total floor area of a proposed building by the area of its site. A building with an FSR of 8.73 could, on a 1,000 square metre site, cover as much as 8,730 square metres of total floor area across all its floors. CityHallWatch includes FSR figures for each application because they give residents a sense of scale before renderings are available.

## Where these sit in the pipeline

Applications that appear in the City's permit database but have not yet been posted on Shape Your City are listed by CityHallWatch as "coming soon." The snapshot does not include those addresses because the City has not opened them for public comment. Once an application appears on Shape Your City, residents can register to receive updates and submit comments online.

Applications that require a rezoning before building permits can issue must go to a public hearing at City Council. Council votes to approve, amend or refuse the rezoning after hearing from the public. The full lists of all 68 proposed and 131 approved rezonings are on the CityHallWatch site.

## What residents can do

Residents can look up a specific address or neighbourhood on Shape Your City at shapeyourcity.ca to see whether a rezoning application is active nearby and to register for updates. CityHallWatch's monthly snapshots, archived at cityhallwatch.wordpress.com, let residents compare the current pipeline with previous months. Public hearing dates for applications that have been referred to Council are listed on the City's calendar at vancouver.ca.
