The Vancouver Liberals published a 148-point platform on October 5, Daily Hive Vancouver reported. The party, led by mayoral candidate [Kareem Allam](/candidates/kareem-allam), says the document covers what it would do if elected across all four races: mayor, city council, park board, and school board.

"Vancouverites should know exactly what we intend to do if we're elected," Allam said in the article. "Our platform is deliberately detailed. People have heard enough broad promises from politicians."

## Property taxes, city workers, and administration

The party's platform says it would cap annual property tax increases at the rate of inflation, according to Daily Hive Vancouver. To pay for expanded services, the party says it would hire 400 new frontline city workers. The platform says those workers would allow the city to extend library and community centre hours, collect garbage more often, clean streets more regularly, and maintain parks and sports fields.

The party also says it would reduce management layers in city administration and require departments to show the value of their spending.

## Transit, cycling, and the viaducts

Daily Hive Vancouver reported the party lists extending SkyTrain's Millennium Line from Arbutus to UBC as its top transit priority. The party says it would advocate to the provincial government for this extension.

The platform also calls for adding 400 km of protected bike lanes, including by installing protection on existing painted lanes.

The party says it would pursue demolition of the Georgia and Dunsmuir viaducts with provincial help.

## Parks, pools, and the aquatic centre

The party says it would fund a $1.35 billion parks capital plan by cancelling a second city hall project, according to Daily Hive Vancouver. A significant portion of that spending would go toward replacing aging pools, ice rinks, and community centres.

The platform says the Vancouver Aquatic Centre redevelopment should include a 50-metre pool, rather than the 25-metre pool in the current approved plans. Demolition of the existing facility was getting underway in October 2026, the article says.

The party also says it would "renaturalize" the Hastings Racecourse site at Hastings Park rather than pursue new entertainment uses for the site.

## Mental health, addictions, and the plebiscite questions

The party says it would pursue a new agreement among the municipal, provincial, and federal governments to address mental health, addictions, and homelessness, calling it the "Vancouver Accord." The platform adds housing and early youth mental health intervention to the existing four pillars of prevention, treatment, harm reduction, and enforcement, making it a six-pillar strategy, according to the article.

The party opposes both plebiscite questions on the October 17 ballot. The party says the proposed secure medical treatment facility that one question asks about would be a "prison," Daily Hive Vancouver reported.
