Kareem Allam's Vancouver Liberals released a five-point "Vancouver Economic Agenda" on September 25, Daily Hive's Kenneth Chan reported the same day. The plan runs across transport, land governance, building rules and City Hall itself. Every item in it is a party proposal, not a funded or approved project, and voche.me carries them in that form. ## The five points, from the party's announcement

Daily Hive lists five items in the plan. First, extend the SkyTrain Millennium Line to the University of British Columbia, with funding and a construction schedule to be worked out with the provincial parties. Second, demolish the Dunsmuir and Georgia viaducts in Northeast False Creek, with provincial-government involvement. Third, bring UBC's self-governed area and the University Endowment Lands into the City of Vancouver's municipal jurisdiction. Fourth, adopt the B.C. Building Code in full at Vancouver City Hall, replacing the city's own Vancouver Building Bylaw. Fifth, consolidate 12 municipal permit departments into a single point of contact for applicants. ## What Allam said

The one direct quote Daily Hive carried is from Allam himself: "The time for incrementalism is over. Vancouver is the economic engine of this province." Daily Hive did not carry a response from another mayoral candidate, and voche.me carries no response either, because none was in the source.

## What a city council can and cannot do

Four of the five items require a partner. Extending SkyTrain sits with TransLink and the Province. Taking down the two viaducts involves the Province because the corridor connects to provincial infrastructure. Absorbing UBC and the University Endowment Lands needs provincial legislation. Only the Vancouver Building Bylaw and the internal permit-department consolidation sit within City Hall's own authority.
