TEAM for a Livable Vancouver said on October 15 that it would act to block BC Hydro's proposed substation in Nelson Park if the party wins a majority on City Council in the October 17 election. The statement came from TEAM's own website and carries the party's own characterization of the project and its cost.

According to TEAM's post, the Park Board has already authorized land use agreements that would allow BC Hydro to build the substation in Nelson Park. TEAM says a TEAM majority City Council would rescind that authorization. The party puts the project cost at $1 billion, a figure it has not published a breakdown for on this page. BC Hydro's own figures were not cited in the material this article is drawn from.

TEAM describes the West End as already one of Vancouver's most densely populated neighbourhoods. The party says it is siding with local residents who oppose the project. The Nelson Park statement was published on the same day that more than 103,000 people had already cast advance votes in the election, according to figures reported earlier this week. Voting day is Saturday.

No response from BC Hydro or from the City of Vancouver appeared in TEAM's post, and no response was reported elsewhere at the time of writing.

**What TEAM's Park Board candidates have said**

TEAM is running Park Board candidates in this election, including [Jon Girard](/candidates/jon-girard) and [Mayeli Alvarez](/candidates/mayeli-alvarez), who are both directors of the Protecting Our Vancouver Aquatic Centre Society. That society brought the court application that won a B.C. Court of Appeal injunction on October 13 pausing demolition of the Vancouver Aquatic Centre until November 3. TEAM's October 15 statement did not name individual Park Board candidates in connection with the Nelson Park announcement.

**What is being decided on October 17**

Voters elect Vancouver Park Board commissioners on October 17. The new Park Board holds its first meeting on November 4. TEAM's statement connects the Nelson Park question directly to that vote by saying a TEAM council majority would use its authority to cancel the land use agreements. Voters can read about every Park Board candidate at [/candidates](/candidates).

**How to vote**

Voting takes place on Saturday, October 17, 2026, at polling stations across Vancouver. Advance voting is now closed. Voters can find their nearest polling station and confirm their eligibility at [where to vote](/where-to-vote). Mail ballots must be returned by October 17 to count.
