TEAM for a Livable Vancouver published its full 2026 election platform on October 8, organized around nine areas the party calls planks. The post on the party's website says the platform covers neighbourhood planning, property taxes, public safety, parks, local business, the environment, and City Hall accountability.

[Colleen Hardwick](/candidates/colleen-hardwick), TEAM's mayoral candidate, is quoted on the party's site saying each policy is designed to strengthen neighbourhoods, listen to residents, and make Vancouver more livable. She describes the party's approach as "residents-first." Those are her words as published by the party.

## What the party says about property taxes and spending

TEAM's post says the party would ensure that annual property-tax increases do not exceed inflation, and would conduct a line-by-line review of City spending with core municipal services and infrastructure receiving priority. The party says it would examine what it calls discretionary and non-core expenditures, citing Community Climate Action Grants as one example.

These commitments are the party's own. No independent body has assessed whether the property-tax cap would be achievable alongside the other spending commitments the platform contains.

## What the party says about neighbourhood planning

The party says it would repeal the current city-wide Official Development Plan, which City Council adopted in March 2026, and replace it with neighbourhood-based planning to give residents and local businesses a direct role in shaping how their communities grow.

City Council approved the ODP following provincial legislation requiring Vancouver to have one. TEAM's view that the ODP should be repealed is a position the party has held throughout the campaign; their earlier posts set out the same position.

## What the party says about accountability at City Hall

A new Accountable Government Action Plan is among the nine planks. According to the October 8 post, the plan would:

- Require City departments to publicly respond to audit recommendations, publish timelines for putting them in place, and maintain a tracker showing what has been acted on.
- Strengthen the independence of Vancouver's Auditor General and Integrity Commissioner.
- Establish a public lobbyist registry showing who is lobbying City Hall, whom they represent, and which elected officials or senior City staff they contacted.
- Create a searchable Housing and Development Dashboard distinguishing projects that are proposed, approved, under construction, and completed, rather than counting approvals as finished housing.

These are the party's stated commitments. The post does not include cost estimates for any of these measures.

## The election is October 17
