TEAM for a Livable Vancouver mayoral candidate Colleen Hardwick announced a set of housing proposals on September 28, including a moratorium on rezoning sites that hold affordable rental buildings, according to a Daily Hive Vancouver report.

Hardwick told Daily Hive that the city cannot leave middle-income housing to the private market alone. "We can't rely on developers who are making building decisions based on the market alone to deliver affordable middle-income housing," she said. "Government has a role to play in setting the stage for success."

## The moratorium proposal

Daily Hive reported that TEAM's plan would halt zoning changes on sites where the existing buildings meet three conditions: at least 10 rental units, adequate physical condition, and rents below 30 percent of a median-income earner's income. The aim, according to the report, is to stop affordable rental housing from being torn down to make way for new, more expensive development.

The party also proposes setting development rules neighborhood by neighborhood, with residents identifying where new housing should go, rather than applying the same zoning changes city-wide. Hardwick told Daily Hive: "Instead of simply asking how many units were approved, we need to ask questions like: who can afford the units in question? For how long? And who will actually live in them?"

## Land value and public benefit

Daily Hive reported that TEAM wants to tie rezoning decisions to public infrastructure requirements and capture the increase in land value that rezoning creates, directing that money toward public benefit. Hardwick was quoted saying that City Hall has to avoid unnecessary land-value escalation and explore ways of removing or reducing land costs from the affordability equation.

TEAM also proposes a city-wide land review to identify idle properties and underutilized sites that could support new housing, producing what the party calls an opportunities map. Daily Hive reported that this would run alongside, not instead of, the neighborhood-based planning process.
