COPE city councillor [Sean Orr](/candidates/sean-orr) received 83,038 votes in the October 17 Vancouver election, the highest total among all 10 candidates elected to Vancouver City Council, according to unofficial results published by the City of Vancouver and reported by Canadian music outlet Exclaim! on October 19.

Green Party of Vancouver candidate [Annette Reilly](/candidates/annette-reilly) came second with 78,476 votes. Reilly is a filmmaker and actor who has appeared in film and television. The difference between Orr's count and Reilly's count is 4,562 votes in the preliminary tally.

The remaining eight elected councillors received between 57,788 and 67,791 votes each, based on the City's preliminary count. All 10 councillors will take office after the official declaration of results, which the chief election officer is expected to issue within days.

Vancouver elects 10 city councillors at large, meaning every voter can choose up to 10 candidates from across the entire city. All councillors serve four-year terms and sit on the same council as the mayor.

## Orr's path to council

Orr was first elected to Vancouver City Council in April 2025 in a by-election, as a COPE representative. During that term he became involved in a public dispute with then-mayor Ken Sim. Exclaim! reports that Sim spread false information stating that Orr was handing out illegal drugs on Christmas Day to people on the streets. The dispute led to a defamation lawsuit.

Exclaim! describes Orr as the lead vocalist of Vancouver hardcore punk band NEEDS. The band has been inactive since 2023, according to Exclaim!.

## The new council's makeup

COPE, the Green Party of Vancouver, and OneCity have together formed a majority on the new 10-member council, according to Exclaim!. Pete Fry, the Green Party of Vancouver's leader and a former city councillor, was elected mayor. Unofficial results give Fry 98,494 votes in the mayoral race.

The results cited in this article are from the City's preliminary count, published on the City's own website after voting closed on October 17. They have not been officially declared.
