[Sean Orr](/candidates/sean-orr) is set to become Vancouver's first deputy mayor of the new council term, Daily Hive reported on October 30. [Mayor-elect Pete Fry](/candidates/pete-fry) plans to ask the full council to approve the appointment at the inaugural City Council meeting on the evening of November 2, 2026.

The inaugural meeting takes place at City Hall a few hours after the swearing-in ceremony at the Orpheum Theatre, where Fry will formally become mayor. It is the first meeting of the 107th Council.

**Orr as deputy mayor**

As deputy mayor, Orr represents the mayor at official events and fills in when Fry is unavailable. The position rotates among councillors during the term; Orr's appointment runs through January 2027.

Fry is also expected to ask council to appoint seven of the ten councillors as Vancouver's members on the Metro Vancouver Regional District board, which manages shared regional services including water and waste. Vancouver holds 34 combined votes on that board. The remaining four councillors would serve as alternates.

**A non-partisan start**

Fry said he does not plan to treat council as a partisan exercise. "I don't intend to run a hyperpartisan council. Let's just focus on how we're going to work for the betterment of the city," he told Daily Hive.

The new council includes members from four parties: the Green Party of Vancouver, COPE, OneCity, and ABC Vancouver. Fry ran on the Green ticket. In the weeks since the October 17 election, he has said he wants every councillor to have a meaningful role.

**What residents can do**

Residents who want to follow the new council's work from the start can watch the November 2 inaugural meeting through the City of Vancouver's website. The votes and decisions of Mayor Fry and every elected councillor, including [Sean Orr](/candidates/sean-orr), are tracked at their pages on this site.
