COPE Vancouver council candidate [Sean Orr](/candidates/sean-orr) described his housing and renter priorities in a Georgia Straight profile published October 5.

## What Orr says he would do on housing

Orr told the Georgia Straight his top priority is stronger protections for renters, with Burnaby's tenant protection framework as his stated model. He said he would lobby the provincial government for vacancy control, a policy that caps rent increases between tenants, because the city cannot set vacancy control on its own. He also named three more commitments: bringing back the renter's office, fully funding the rent bank, and legalizing tenant unions. These are his stated plans as reported by the Georgia Straight.

On housing supply, Orr told the Georgia Straight that Vancouver is building on the higher end of the market, where vacancy rates for new units are higher. He said the answer is for government to build nonprofit housing on city-owned land. He told the publication: "The city has a ton of land, but Ken Sim has basically instructed the city to find ways to make revenue by using our city land." He said he would advocate for provincial and federal funding to build social housing on that land instead. This is his characterization of the current administration.

## How Orr got to council

The Georgia Straight reports that Orr was elected to City Council in the April 5, 2025 byelection, held to fill seats left by Adriane Carr and Christine Boyle. The article says he received the most votes of any candidate in that byelection, more than triple the vote count of the ABC Vancouver candidates. These figures come from the Georgia Straight's reporting.

The profile also reports that Orr filed a defamation lawsuit against Mayor Ken Sim after Sim alleged that Orr was handing out illegal drugs on the streets on Christmas Day 2025. Orr disputes that. The lawsuit has been filed and has not been resolved; no verdict has been reached. The article does not carry a response from Sim.

Orr told the Georgia Straight that affordability will be the most important issue for voters on October 17.
