The outgoing Vancouver City Council holds its final regular meeting on Tuesday, October 27, with a consent agenda that includes changes to apartment rules across 37 approved tower sites. CityHallWatch, a civic monitoring site, reported on October 26 that the package includes By-law 5, called "Updating Apartment Regulations."

## What By-law 5 would change

CityHallWatch reports that By-law 5 stems from report RTS 18516, approved earlier in 2026. If the by-law passes, according to CityHallWatch, the minimum required share of three-bedroom family units across 37 custom CD-1 tower sites would fall from 10% to 5%.

CityHallWatch also reports the by-law would introduce expanded storage and balcony area rules that give developers additional floor space on those sites. The site says no public hearing is planned and the by-law would take effect immediately if approved.

## The councillors who will vote on October 27

Several people elected on October 17 are at the October 27 meeting because they hold their seats until the new council is sworn in on November 2. [Pete Fry](/candidates/pete-fry), the mayor-elect, and councillors-elect [Sean Orr](/candidates/sean-orr), [Mike Klassen](/candidates/mike-klassen) and [Lucy Maloney](/candidates/lucy-maloney) will all be present.

Council members have the right to pull any item from a consent agenda for a separate vote and staff presentation. CityHallWatch notes that right applies to any of the 56 items, including By-law 5.

## A second request for the new council

CityHallWatch reports a separate pending request that would come before the new council after November 2. The developer of a 20-storey tower at 461-479 East 16th Avenue, Fabric Living, filed a request on August 31, 2026, to use the City's Rental Development Relief Program to raise starting rents for 43 below-market units in that building. CityHallWatch says the application would peg rents to current average market levels rather than the 20% discount below market that council agreed to when it approved the tower.

Changing terms set in a Housing Agreement requires a City Council vote. Mayor-elect Pete Fry's tracker on this site records a promise that large developments should deliver secured rental and non-market homes as a condition of extra density. ## What you can do

The October 27 meeting is open to the public at Vancouver City Hall, 453 West 12th Avenue. The new Council takes office on November 2, 2026.
