OneCity candidates gathered at their new Main Street campaign office on 30 September to announce two plans: a ten-year rebuild of the Britannia complex in East Vancouver, and a community hub proposal for the Kingsgate Mall site. CTV News reported both announcements the same day.

The Britannia complex currently holds a community centre, a Vancouver Public Library branch, and two public schools on a shared site. According to CTV News, OneCity is calling for a ten-year plan to renew all of those facilities together. [Tyler Petersen](/candidates/tyler-petersen), an OneCity Park Board candidate, said at the announcement that the party wants to use Britannia as a starting point for building shared public facilities across the city, according to the CTV report.

OneCity also said it wants to convert the Kingsgate Mall property, which is owned by the Vancouver School Board, into a community hub. CTV News reported that the proposal would put a new pool, a public library, and rental housing on that site. No cost figure or construction timeline appeared in the CTV report for either proposal.

## Property tax contrast with ABC

OneCity councillor [Lucy Maloney](/candidates/lucy-maloney) used the office opening to criticise ABC's plan to freeze property taxes for a second consecutive year. CTV News reported that ABC increased property taxes by 10.7 per cent in 2023, 7.3 per cent in 2024, and 3.9 per cent in 2025, before holding them flat in the most recent budget. ABC has called that freeze a "Zero Means Zero" budget and has promised a repeat if re-elected.

Maloney called the freeze unsustainable, saying it would push up fees for other city services. The CTV report quoted her saying residents deserve predictable, moderate increases that people can plan for. No ABC response to that characterisation appeared in the CTV report.

## What this means for voters

Voters choosing between City Council, Park Board, and School Board candidates can compare OneCity's community infrastructure plan against what other parties have proposed.
