OneCity published a culture and arts platform on 29 September 2026 with proposals for two new library branches, funding toward the removal of the viaducts and a community-led Hogan's Alley redevelopment, and changes to the rules that govern street performers and late-night businesses.

The announcement is published on the party's own website and represents the party's stated plans. None of the commitments has been independently assessed.

On libraries, the party says it will build two new branches, renew three branches it describes as aging, expand community programming, and fund the Vancouver Public Library's Facilities Master Plan. The announcement does not give branch locations, a cost, or a timeline.

On Hogan's Alley, OneCity's platform says the party will prioritise securing funding from higher levels of government to remove the Georgia and Dunsmuir viaducts and redevelop the Hogan's Alley site. The party says the redevelopment would be led by the community and would deliver new housing, culturally appropriate public spaces, and community benefits. No cost, funding source, or timeline appears in the announcement.

"OneCity believes in the brilliance of our neighbours," said [Jarrett Hagglund](/candidates/jarrett-hagglund), a OneCity council candidate, in the party's statement. "Our teams across Council, Park, and School Boards will strengthen key communities, make libraries the cornerstone of our civic life, and empower our neighbours to have their voices heard and have more fun on their blocks." That statement is from the party's own publication.

For street performers, the platform says the party will simplify permit rules and expand the number of locations where buskers can work without a permit. For late-night businesses, the party says it will extend late-night operating rules and allow responsible businesses to stay open late. The announcement does not give specific new hours or a list of locations.

The platform also proposes an off-peak leashed dog pilot on Skytrain and Seabus, a certified working cat program for small shops in partnership with Vancouver Coastal Health, and a process for temporary street closures for neighbourhood events. All of these are the party's proposals as stated on its own website.
