Granville Island faces a repair backlog of more than $250 million and needs $10 million more in annual operating revenue to stay financially self-sufficient, according to CMHC Granville Island, the federal agency that manages the site. The agency is holding a public consultation until November 6 and asking residents what direction the island should take.

Tom Lancaster, general manager of CMHC Granville Island, told Daily Hive: "There will have to be some change, but we're doing our best to steer that in the best possible way."

## What the money problem is

CMHC Granville Island runs without ongoing government grants. It funds itself from tenant rents and operating income, and it pays the City of Vancouver more than $2 million a year in taxes while also covering the cost of public amenities on the site.

The $250 million repair figure reflects years of deferred maintenance across aging structures. The Public Market opened in 1979 in six former industrial buildings, several of which are more than a century old. The operating revenue gap of $10 million a year is separate from the repair debt: it is the amount the agency says it needs to generate to run sustainably without government support.

CMHC says it is weighing three broad options: grow its revenue-generating capacity, secure new government funding, or scale back the amenities and services the island currently provides.

## What changes are on the table

Several specific projects are under consideration.

A new market building with underground parking and a tower connecting the island to the Granville Bridge pedestrian pathways are among the proposals. The tower would sit on the east side of the island and could include an observation deck.

A full structural and systems overhaul of the 1979 Public Market complex is also being considered. The former Emily Carr University building could be converted for new arts or innovation tenants.

None of these projects is approved. The public consultation will shape which direction CMHC pursues.

## What residents can do

CMHC is accepting responses through an online survey at [granvilleisland.com/engage](https://granvilleisland.com/engage) until November 6, 2026. Results from the consultation will guide future planning for the site.
