ABC Vancouver released its "Keep Building Vancouver" housing platform on October 5, 2026, Daily Hive Vancouver reported. The platform sets out what the party says it would do at the City level and what it wants the next provincial government to do, ahead of the civic election on October 17. It came alongside a broader document covering 10 priorities including public safety, education, and childcare, plus a list of first-100-day commitments if re-elected.

## Rental homes on City-owned land

ABC Vancouver says an initial group of City-owned sites has already been identified with the development potential for 4,200 middle-income rental homes, according to Daily Hive. The party says the City would keep ownership of the land and make it available through long-term leases. Third-party organizations would build and operate a mix of rental, strata, and co-operative housing, and the City would receive ongoing revenue from the leases.

## New rules for supportive housing operators

For supportive housing, ABC Vancouver proposes a system it calls "Three Strikes and You're Out," according to Daily Hive. Operators of buildings with repeated serious problems, such as drug dealing, violence, or fires, would be required to make improvements. Those that receive formal warnings and repeatedly fail to resolve ongoing safety problems would face growing enforcement. After three strikes, the City would seek to legally revoke the operator's business licence.

## Permitting and incentives

The platform includes a temporary program called "Start Building Vancouver" that the party says it would explore. This could lower certain municipal fees or allow developers to pay them later if an approved project breaks ground within a set window. Daily Hive reported that the platform materials do not specify which fees would qualify, the amount of any relief, or the construction deadline.

ABC Vancouver says it would continue working toward permitting targets of three days for renovations, three weeks for single-family houses, three months for multi-family and mid-rise projects, and one year for high-rise towers. The platform cites City statistics showing 12,795 homes were approved in 2025, which the party says is 54 per cent above the annual target.

## First 100 days

If re-elected, the party says its first-100-day commitments include a review of core municipal services to identify duplication, a single business assistance desk, monthly public question-and-answer sessions with the mayor, and visits to every school.
