## About Lorraine Lowe (刘黛明)
Lorraine Lowe (刘黛明) appears on the City of Vancouver's final 2026 candidate list for City Council, with ballot number 129. The City records the affiliation as ABC Vancouver.
The page says Lowe is on leave from the jobs of Executive Director of the H.R. MacMillan Space Centre and Vice-Chair of the Vancouver Police Board while running for council. The page says the candidate was Executive Director of the Dr. Sun Yat-Sen Classical Chinese Garden. The page says Lowe helped set up a grocery and outreach program for seniors in Chinatown and opened the Garden to the DTES Artist Collective.
The Vancouver Police Board lists Lowe as Vice Chair, appointed in May 2023.

Daily Hive reported on January 29, 2024 that Lowe would become executive director of the H.R. MacMillan Space Centre from March 2024, after more than five years at the Dr. Sun Yat-Sen Garden. The recruiting firm's announcement of March 21, 2024 gave a start date of March 25, 2024.
The recruiting firm's announcement says Lowe holds a Bachelor of Arts in Criminology from Simon Fraser University, was previously Head of Operations, Human Resources and Administration at the Dr. Sun Yat-Sen Garden, and serves on the Vancouver Police Board, the Dragon Boat Festival board, and a Chinese Canadian policing board.
Daily Hive reports that Lowe is taking a leave of absence from the Space Centre role and from the Vancouver Police Board during the campaign.
Daily Hive describes Lowe as a third-generation Vancouverite who grew up around a family television and electronics store in South Vancouver that operated for 42 years. The ABC campaign page gives the same account.
Lowe appears on the 2026 ballot as council candidate number 129 for ABC Vancouver, listed with the Chinese name 刘黛明.

Daily Hive reported it on January 29, 2024 with a March 2024 effective date, and the recruiting firm announced it on March 21, 2024 with a start date of March 25, 2024. Both dates are recorded here as published. The Chinatown seniors grocery and outreach program and the space given to the Downtown Eastside Artist Collective are described on the ABC campaign page and were not confirmed against an independent record. Search results suggested that holding a police board seat while running for council has drawn criticism, but no article making that criticism could be opened, so no accountability item is recorded. ### Dr. Sun Yat-Sen Classical Chinese Garden
Lowe held the role of Head of Operations, Human Resources and Administration before becoming acting interim director and then executive director in July 2021. Daily Hive reports that from 2018 to 2024 Lowe had a large part in helping Chinatown businesses, community organisations and residents deal with public safety, public disorder, mental health and addictions problems spreading from the neighbouring Downtown Eastside. The ABC campaign page adds that Lowe set up a grocery and outreach program for Chinatown seniors and opened the garden to the Downtown Eastside Artist Collective.
