Every voter in Surrey chooses one mayor from the same list. The City lists the mayor’s powers: to provide leadership to Council, including by recommending bylaws, resolutions and measures; to communicate information to Council; to set standing committees and appoint councillors to them; to look at the conduct of municipal officers; to return a bylaw, resolution or proceeding of Council for reconsideration; and to run and keep order at Council meetings. The mayor and eight councillors sit on Council. The City says that because Council has nine members, a quorum is five.
