Surrey's new City Council takes office on Monday, November 2, 2026, at a 7 pm ceremony at Surrey City Hall. Mayor-elect [Doug McCallum](/bc/surrey-2026/candidates/doug-mccallum) will lead an inaugural meeting where seven of eight council seats belong to his Safe Surrey Coalition, with [Harry Bains](/bc/surrey-2026/candidates/harry-bains) from Surrey Connect Public IA as the only member from a different organization.

The Surrey Now-Leader reported on October 29 that McCallum received 42,745 votes on October 17, 2026, which was 31.96 per cent of votes cast. His nearest rival, outgoing mayor Brenda Locke, received 30,886 votes. Voter turnout was 37.3 per cent: 134,393 of Surrey's 359,921 registered voters cast a ballot, according to numbers the City of Surrey posted on its website. Surrey accepted 669 mail ballots.

**Where McCallum won**

McCallum earned most of his votes in Newton and did well at advance polling locations. His largest advance-vote margin was at Princess Margaret, where he received 2,272 votes compared to 626 for Brenda Locke. At Panorama Ridge, Chimney Hill Elementary and Strawberry Hill Elementary on general voting day, McCallum again led by wide margins. Locke performed better at Cloverdale Rec Centre, Semiahmoo and Earl Marriott.

Semiahmoo was the busiest advance voting location, with 6,488 votes cast over four advance voting days across the city's 10 advance polling sites. On general voting day, Goldstone Park Elementary recorded the highest count at 2,313 votes.

**The new council**

The eight councillors sworn in alongside McCallum on Monday will be [Doug Elford](/bc/surrey-2026/candidates/doug-elford), [Meera Gill](/bc/surrey-2026/candidates/meera-gill), [Mandeep Singh Nagra](/bc/surrey-2026/candidates/mandeep-singh-nagra), [Suhana Gill](/bc/surrey-2026/candidates/suhana-gill), [Allison Patton](/bc/surrey-2026/candidates/allison-patton), [Laurie Guerra](/bc/surrey-2026/candidates/laurie-guerra) and [Cheney Cloke](/bc/surrey-2026/candidates/cheney-cloke), all Safe Surrey Coalition, along with [Harry Bains](/bc/surrey-2026/candidates/harry-bains) from Surrey Connect Public IA. The Safe Surrey Coalition holds the mayor's seat and seven of eight council seats, giving it a majority.

**What residents can do**

The swearing-in ceremony begins at 7 pm Monday at Surrey City Hall. The Link Newspaper reported on October 29 that a livestream will be available. After Monday's ceremony, the first regular council meeting follows the same evening.
