# Where every party stands on taxes and budget

6 of the 10 parties on the October 24 ballot have published something on provincial taxes and the budget. Here they are side by side, each with its source.

## Who actually decides this

The province sets provincial income tax rates, the provincial sales tax, the property transfer tax and the annual budget, and decides how much it transfers to cities and health authorities. Ottawa sets federal taxes and cities set property tax rates.

Read the commitments below against that. Where a party proposes something the city cannot do on its own, the commitment carries a line naming who holds the power. That is not a criticism of the promise. A council can lobby, fund and argue, and saying so plainly is more useful than pretending the limit does not exist.

## Reading this ballot on taxes and budget

6 of the 10 parties have published something here, and between them they have made 12 separate commitments. OneBC has published the most, with 4.

3 commitments carry a figure you can hold a council to after the election: More than $13 billion in revenue from the Fair Share Act as a whole, the party says., No figures published, The party gives no cost or date.. The rest are directions without a number attached.

2 commitments have a deadline attached. A promise with a date on it is the rarest kind on this ballot and the easiest to hold someone to.

9 of the 12 commitments here depend at least partly on a government other than the city. That does not make them empty, but it does change what a council can promise about them.
