Premier-designate [Lorne Doerkson](/bc/provincial-2026/candidates/lorne-doerkson) says his government will start with an independent review of British Columbia's finances, a commission on keeping emergency rooms open and a plan to lower taxes when the legislature returns, [The Canadian Press reported](https://cheknews.ca/b-c-conservatives-lorne-doerkson-sets-out-urgent-priorities-to-govern-1356431/) on October 25.

He named Kim Henderson to chair his transition team. A Conservative Party of BC statement says she will do it as a volunteer and take unpaid leave from Trans Mountain Corp. She was deputy minister, cabinet secretary and head of the BC public service under premiers Gordon Campbell and Christy Clark.

## What he said

Doerkson said he had spoken to the lieutenant-governor and that his government would be ready to start work on the day it is sworn in. No swearing-in date had been announced.

He said the trade dispute with the United States is the largest economic threat, and that among his first calls will be the prime minister and Alberta Premier Danielle Smith, about the Pacific Link pipeline working group.

At a news conference in Vancouver, [Black Press reported](https://peacearchnews.com/2026/10/25/b-c-premier-designate-doerkson-addresses-media-after-conservative-majority-win/), he said the emergency room commission would come within 100 days and that the full picture of the province's finances would be known before a budget is tabled.

## What was promised

Each of the three first steps is in the [Conservative platform](https://conservativebc.ca/wp-content/uploads/2026/10/20261016_BCC_Platform2026_8-5x11-Draft-18_compressed.pdf):

- The finance review: an [Independent Fiscal Review Panel](/bc/provincial-2026/tracker#gov-promise-independent-fiscal-review-panel) that reports in public before the first budget (pages 9, 55 and 59).
- The emergency rooms: a [100-day Patients First review](/bc/provincial-2026/tracker#gov-promise-patients-first-review) to find reforms that cut waits and keep ERs open (page 32).
- Lower taxes: a [$1,000 income tax cut](/bc/provincial-2026/tracker#gov-promise-income-tax-basic-personal-amount) from raising the basic personal amount to $32,000 in the 2027 tax year (pages 5 and 59).

The pipeline call matches the platform's promise to [approve LNG projects and their pipelines](/bc/provincial-2026/tracker#gov-promise-approve-lng-and-pipelines) (pages 21 and 22). All 283 platform promises are on the [BC promise tracker](/bc/provincial-2026/tracker#government).
