The BC NDP published a plan on October 4 to add three new provincial income tax brackets for higher earners, saying the change would raise $1 billion a year for health care by 2028-29. [David Eby](/bc/provincial-2026/candidates/david-eby) announced the proposal at a campaign stop in Comox.

The plan, published on the party's website, creates brackets at three income levels. The party says earners between $190,405 and $265,545 would face a rate of 18.8 per cent. Earners between $265,545 and $1 million would face 22.5 per cent. Earners above $1 million would face 24.5 per cent on that portion of their income.

## What the party says the plan would raise

The BC NDP puts the revenue from the new brackets at $225 million in the 2026-27 fiscal year, $925 million in 2027-28, and $1 billion annually from 2028-29. All of these figures come from the party's October 4 press release and have not been independently verified.

The party says the plan affects the top 3.88 per cent of earners in the province, meaning, by the party's count, 96 per cent of British Columbians earning $190,000 or less would see no change to their provincial income tax.

## The Conservative response

The Conservative Party of BC responded on October 4 arguing that higher taxes on higher earners would drive doctors out of the province. The party says this is a healthcare risk, not a revenue gain.

The BC NDP disputes this position. In a fact-check statement published on October 5, the party said the average family doctor earning $385,000 would pay an additional $3,891 a year in tax, against an $11,550 annual pay raise the party says is coming through a new payment model. These figures come from the NDP's own statement and have not been audited.
