01 / Introduction

## About Tracy St Claire

Elections BC lists Tracy St Claire as the Conservative Party candidate in Penticton-Summerland. On the list voche.me read on 2026-09-30, hers was the only accepted nomination in the district. Nominations close at 1 p.m. Pacific time on October 3, 2026. The party and local newspapers write her name as Tracy St. Claire. The Penticton Western News and the Penticton Herald both reported on September 29, 2026 that the party had named her.

This is her second run for the seat. The Penticton Herald reported on February 13, 2024 that BC United leader Kevin Falcon named her as that party's candidate. BC United later stopped its campaign, and on September 19, 2024 she announced that she would stay on the ballot with no party. She told reporters she had written to John Rustad, then the Conservative leader, to offer herself as a candidate and received no reply. Elections BC's statement of votes lists her as Unaffiliated with 2,720 votes (9.69 percent), third of six candidates. Amelia Boultbee of the Conservative Party won with 11,615 votes (41.37 percent). Tina Lee of the BC NDP received 11,298 votes (40.24 percent).

The Penticton Herald reported on September 28, 2026 that Boultbee, who left the Conservatives after the 2024 election and joined the BC NDP caucus in July, withdrew as the BC NDP candidate for this election.

The South Okanagan Similkameen Division of Family Practice lists her as its executive director on its staff page. The Penticton Herald describes the Division as a non-governmental organization of members that recruits and supports family doctors and nurse practitioners. The party says she has worked there for 14 years, nine of them as executive director, and that under her the Division set up four family medicine clinics, the Penticton hospital inpatient program and the South Okanagan Maternity Centre. The party also says she led the Division's emergency response during the 2026 Bald Range wildfire. voche.me has not checked these party statements with the Division or with Interior Health.

The Penticton Herald reported in September 2014 that she was a trustee of the Okanagan Skaha School District (School District 67), that she received the most votes of any trustee candidate in the 2011 election, that she was vice-chairperson in her last year, and that she chose not to run again. The party says she was also the board's finance chair. voche.me could not open an official election result or board minutes for that term on 2026-09-30, so the role is stated here from newspaper reporting.

The party says she worked earlier in negotiation and mediation, including with the BC Treaty Commission, and was director of the United Way of the South Okanagan Similkameen. It says she holds a Master of Arts from Simon Fraser University and a Bachelor of Arts from the University of British Columbia. voche.me has not checked these with the Commission, the United Way or the universities.

voche.me has not contacted the campaign.

## Policies, budgets & programs

voche.me found no record of her holding a seat in the legislature, so voche.me found no legislative voting record to review. Newspaper reports say she was a school trustee from 2011 to 2014, and voche.me could not open the board's minutes for that term. The dated action below comes from her work at the Division of Family Practice.

### Doctor recruitment and clinic support at the Division of Family Practice

In October 2025 she presented the Division's results to the councils of Summerland and Penticton as its executive director, with board chair Dr. Jennifer Begin. St. Claire told the councils that more than 23,000 residents had been connected to a family doctor or nurse practitioner since 2019.

### Dispute over reused campaign signs in 2024

The Penticton Western News reported that a lawyer for Amelia Boultbee, the 2024 Conservative candidate, sent St. Claire a letter alleging that her signs breached the Election Act. The letter said the signs had been made for her BC United campaign and changed only by removing the party name, so voters could believe she was still that party's candidate. This is an allegation made by a rival campaign in a letter.

#### Candidate or party response

St. Claire published the letter and said Elections BC had given her written guidance on reusing the signs. Elections BC told the newspaper that a candidate who loses a party affiliation can reuse signs, and must buy them from the party at market value if the party paid for them.

#### Verified status and limits

The report records no complaint filed with Elections BC and no ruling. voche.me found no later report of either on 2026-09-30.

No campaign website was found on 2026-09-30. Her Facebook page (tracy.stclaire) and X account (@Tracystclaire) each show a profile line naming her as the Conservative Party of BC candidate for Penticton-Summerland, and show no posts without signing in, so no post is used. An Instagram account with the same handle shows only a sign-in page and is left out. Two Castanet pages returned HTTP 403 to two kinds of automated read, and the Internet Archive holds no copy of either: its September 2026 report on her candidacy and its 2024 interview with her. A person who can open them may find statements by her. No official record of her school board term was opened. School District 67's online archive of board minutes starts in September 2016, and the CivicInfo BC page of 2011 election results returned HTTP 403. The term, the 2011 result and the vice-chair role are stated from Penticton Herald reports of 2014 and 2024, and the finance chair role is stated by the party only. The party's statements about her 14 years at the Division of Family Practice, the clinics and programs set up under her, her role in the Bald Range wildfire response, her earlier jobs and her degrees were not checked with the Division, Interior Health, the BC Treaty Commission, the United Way or the universities. The Division's own staff page confirms only her current title. The party's candidate page prints the label "Interim Conservative Party Leader" under her name. The party's team page lists her only as the Penticton-Summerland candidate and names Lorne Doerkson as leader, so voche.me does not repeat that label. Her 2024 positions were given as a candidate with no party and are listed as earlier commitments that earn no score for 2026. No statement by her on governance was found, so that issue has no entry. Her 2024 vote total is 2,720 in the statement of votes; two newspaper reports give 2,721 and 2,661. Her 2024 campaign finance report, endorsements for 2026 and any all-candidates meeting for the provincial race in Penticton-Summerland were not found or not reviewed on this date. Nominations close on October 3, 2026, so other candidates may still be added in the district. The questionnaire has not been sent.

Research status

## What voche.me has checked

Evidence reviewed on 2026-09-30: the Elections BC candidate list and key dates page, the 2024 statement of votes, the party's candidate, team and platform pages, the staff page of the South Okanagan Similkameen Division of Family Practice, her 2024 VoteMate profile, and reports from the Penticton Herald and the Penticton Western News dated 2014, 2024, 2025 and 2026.

No campaign website was found. Her Facebook and X accounts show a profile line and no posts without signing in. Two Castanet reports returned HTTP 403 and were left unread. No official record of her school board term could be opened. An empty section records what voche.me did not find on this date.
