## About Spencer Chandra Herbert

Spencer Chandra Herbert is the BC NDP candidate in Vancouver-West End on Elections BC’s list for the general election of October 24, 2026. He won the district in 2024 with 13,143 votes, 63.01% of the valid vote, according to the Elections BC statement of votes.

The legislature record lists his election years as 2008, 2009, 2013, 2017, 2020 and 2024. It shows him as Minister of Tourism, Arts, Culture and Sport from November 18, 2024 to July 17, 2025, and as Minister of Indigenous Relations and Reconciliation from July 17, 2025. The government’s biography of him says he was deputy speaker in the previous parliament and an elected Vancouver Park Board commissioner from 2005 to 2008.

In the legislature in 2026 he introduced the Kitselas Treaty Act and moved second reading of the K’ómoks Treaty Act. In question period he answered questions on the Declaration on the Rights of Indigenous Peoples Act, a federal agreement with the xʷməθkʷəy̓əm (Musqueam) Nation, and claims that First Nations agreements put private homes at risk. He said private property is not part of those agreements.

His campaign page says he founded Vancouver’s Rent Bank and led the effort to add protection for transgender people to the BC Human Rights Code. Those are the campaign’s own statements, and voche.me has not checked them against other records.

Chandra Herbert moved second reading of the K’ómoks Treaty Act (Bill 20) on April 22, 2026. A government release of April 14, 2026 quotes him saying the treaty, if fully ratified, would bring stability and certainty to the K’ómoks people and nearby communities.

### Government plans to change the Declaration Act

The government planned to amend, and later to suspend for up to three years, parts of the Declaration on the Rights of Indigenous Peoples Act. First Nations leaders opposed both plans, Ha-Shilth-Sa and The Canadian Press reported. The Narwhal reported in February 2026 that Chandra Herbert had pointed to the government’s work with the Tāłtān while defending the planned amendments.
