# Jody Toor

Conservative Party of BC candidate for MLA in Langley-Willowbrook, the sitting MLA since 2024 and the party caucus chair.

Jody Toor won Langley-Willowbrook for the Conservative Party of BC in 2024 with 10,979 votes (48.24 percent) and is running again in 2026. In the legislature she is the Conservative critic for government services and spoke against Bill 9, the 2026 freedom of information bill. Her 2025 private member's bill on mental health care for pregnant women and new mothers became law. In her 2026 speeches she called for the Car 67 crisis team in Langley, more long-term care beds and more services at Langley Memorial Hospital.

## About Jody Toor

Elections BC lists Jody Toor as the Conservative Party of BC candidate in Langley-Willowbrook. The legislature lists her as the MLA for the district, elected in 2024 for the Conservative Party of British Columbia.

In 2024 she won the new district of Langley-Willowbrook with 10,979 votes (48.24 percent). The NDP MLA Andrew Mercier had 10,112 votes (44.43 percent) and the BC Green candidate Petrina Arnason had 1,670 (7.34 percent), according to the Elections BC statement of votes. Mercier is the NDP candidate against her again in 2026, the Langley Advance Times reports.

Her party caucus chose her as caucus chair in late November 2024, The Tyee reports. Kerry-Lynne Findlay kept her in that role in June 2026, and in September 2026 she still held it together with the critic role for government services, according to the Langley Advance Times and the Aldergrove Star.

Her Perinatal and Postnatal Mental Health Strategy Act, a private member's bill, received royal assent on May 29, 2025. It requires the health minister to develop a strategy for mental health care during and after pregnancy. The Canadian Press reported that all 91 members who voted supported it at second reading.

The party says she was born in Langley, runs her own integrative holistic clinic there, and holds a double PhD in integrative medicine and humanitarian services from the Board of Integrative Medicine. The party page adds that she does not prescribe and is not registered with the College of Physicians and Surgeons of British Columbia. The Tyee reported in January 2025 that a former employer's profile of her named Quantum University in Hawaii, which is not accredited, as the source of her doctorate, and that the College of Physicians and Surgeons confirmed she is not licensed to practise medicine in B.C. voche.me has not checked these credentials with the institutions.

### Use of the title doctor

The Tyee reported that Toor had called herself "Dr. Jody Toor", that a 2021 photo she posted showed a lab coat marked "MD", and that it found no evidence she holds a medical degree. The College of Physicians and Surgeons of BC confirmed to The Tyee that she is not its registrant and is not licensed to practise medicine in B.C. The Hospital Employees' Union filed a complaint about her use of the title on October 16, 2024, during the election, The Tyee reports.

#### Candidate or party response

The Tyee says it asked Toor and the party for comment and received no reply. Her party page says she does not prescribe and is not registered with the College of Physicians and Surgeons.

#### Verified status and limits

The College of Complementary Health Professionals told The Tyee it would not investigate, because she has never been its registrant. The College of Physicians and Surgeons said privacy law stopped it from saying whether it was investigating. voche.me found no decision by any regulator.

### Vote on first reading of the Human Rights Code Repeal Act

Toor voted yes on first reading of a bill by Independent MLA Tara Armstrong to repeal the B.C. human rights code. First reading was defeated 50 to 37. Black Press Media reported that NDP members criticized the Conservative votes, and that Conservative MLAs said voting for first reading is a long custom that lets members read a bill.

In the legislature on March 12, 2026, Toor said a first reading vote is a step in procedure and said: "Allowing a bill to be introduced is not the same as supporting it." She said she believes in human rights.

Her campaign website, jodytoor.com, showed only a "coming soon" page on 2026-09-30. Her Facebook and Instagram pages showed no readable posts without signing in, so nothing from them is used. Her X page showed her newest posts, cut off at "Show more", and only the visible words are used. The Bill 9 committee debates where she spoke (May 2026), the full Citizens' Services estimates debate, her Bill 16 speech and her member statements were not read line by line. Votes are taken from the vote index; most vote transcripts were not opened. voche.me did not find the strategy her 2025 Act requires, or the date the Act came into force. The party's candidate page labels her "Interim Conservative Party Leader". The Langley Advance Times names Lorne Doerkson as party leader, so voche.me does not repeat that label. Her credentials (Quantum University, the Board of Integrative Medicine) and her clinic are stated by the party; voche.me has not checked them with the institutions. The Tyee reports she ran for Surrey council in 2022 with Surrey Forward; voche.me has not checked this against City of Surrey results. The post on border security quoted in the Langley Advance Times was not found in its original form, so its date is unknown. No 2026 all-candidates meeting for Langley-Willowbrook was found. Campaign finances and endorsements were not reviewed. The questionnaire has not been sent.
