01 / Introduction

## About Carolyn Howe

Elections BC lists Carolyn Howe as the BC Green Party candidate in Victoria-Swan Lake. The party introduced her at Browning Park in Saanich on September 28, 2026, at the same event where its leader, Emily Lowan, announced a child care plan.

The provincial lobbyist registry names her as the senior officer of the Greater Victoria Teachers' Association from June 26, 2024, and the association's own list of past presidents gives her start year as 2024. As president she spoke for the union in 2026 on violence in schools, on cuts in the school district budget, and on the province's firing of the Greater Victoria school board in January 2025, which the province reversed in May 2026.

The party's candidate page says she has taught at South Park Family School since 2005, where she led a music program, that she holds degrees in music and education from the University of Victoria, and that she is a choral conductor. voche.me has not checked these with the school district or the university.

She did not run in 2024. In that election Victoria-Swan Lake was won by Nina Krieger of the BC NDP with 14,273 votes (56.03 percent). The BC Green candidate, Christina Winter, received 5,899 votes (23.16 percent).

No campaign website of her own was found; the party candidate page is the only campaign page read, and it lists no events. An X account, @TheCarolynHowe, describes its owner as a teacher and local union president, but its posts are protected, and no page ties it to this candidacy, so nothing from it is used. No Facebook, Instagram or Bluesky account tied to her campaign was found. Her teaching post at South Park Family School since 2005, her University of Victoria degrees and her choir work come from the party page and were not checked with the school district, the university or the groups. The union's September 2026 report on school violence and her June 2026 letter to the Premier were known only through reporting; voche.me did not open either document. A Victoria council agenda document naming the union (pub-victoria.escribemeetings.com) answered HTTP 403 and was not read. The lobbyist registry lists lobbying reports filed under her name as designated filer, but such reports carry that name whether or not she took part, so none is attributed to her. No all-candidates meeting for Victoria-Swan Lake in 2026 was found on 2026-09-30. Campaign finances and endorsements were not reviewed. The questionnaire has not been sent.

Research status

## What voche.me has checked

Evidence reviewed on 2026-09-30: the Elections BC candidate list and 2024 statement of votes, the provincial lobbyist registry, the teachers' union's own pages, the party's candidate page, release and plan page, and reporting from Black Press Media, Victoria Buzz, the Times Colonist, CBC News and CHEK News.

Most statements on this page come from her work as union president earlier in 2026 and from her launch on September 28. No campaign website of her own was found, and her X account could not be read. An empty section records what voche.me did not find on this date.
