## About Anne Kang

Anne Kang is the BC NDP candidate in Burnaby Centre on Elections BC’s list for the general election of October 24, 2026. The list, printed October 3, 2026, shows three candidates in the district: Vikas Gautam (CentreBC), Anne Kang (BC NDP) and Shila Taheri (BC Green Party). She won the district in 2024 with 9,780 votes, 57.28% of the valid vote, according to the Elections BC statement of votes.

The legislature record lists her election years as 2017, 2020 and 2024. Elections BC’s 2017 report shows Anne Kang (NDP) winning Burnaby-Deer Lake that year with 8,747 votes, 47.89% of the valid vote. Her government biography says she was first elected for Burnaby-Deer Lake in 2017, and that district is now Burnaby Centre. The legislature record shows her as Minister of Post-Secondary Education and Future Skills from November 18, 2024 to July 17, 2025, and as Minister of Tourism, Arts, Culture and Sport from July 17, 2025. The Georgia Straight reported in January 2020 that she was named Minister of Citizens’ Services.

The British Columbia Gazette lists her among the Burnaby city councillors elected in November 2014. Her government biography says she served three terms on Burnaby council and was a music teacher in the Burnaby school district. Her campaign page calls her a former Burnaby teacher and a three-term councillor. Those are the government’s and the campaign’s statements.

In the legislature in 2026 she gave a budget speech, spoke for a bill on international students, and answered a question on FIFA World Cup tickets for elected officials. On April 13 and 14, 2026 she answered members’ questions in the estimates debate on her ministry’s budget. Government releases in 2026 quote her on the tourism plan, the World Cup, sport programs, community grants and the Medal of Good Citizenship, which she chairs the selection committee for.

### Timing of the FIFA World Cup cost estimates

B.C. Conservative interim leader Trevor Halford criticized the government for waiting until weeks before the tournament to disclose its latest cost estimates, and questioned ticket prices for residents, My Cariboo Now reported. The report says the estimates published on May 29, 2026 put gross costs at up to $729 million. The date is the Wednesday the report names for his comments.

#### Candidate or party response

Kang said the lower estimated net cost came from disciplined planning and strong financial oversight, according to My Cariboo Now.

#### Verified status and limits

The government release gives a net provincial cost of up to $114 million. voche.me found no final cost report on this date.

Policy disputeApril 13, 2026

### Arts and culture budget line in the estimates debate

Brent Chapman said the ministry’s service plan cuts the arts and culture budget line by $3.5 million, or 8.5 percent, and asked which programs would be cut. When Kang asked where the figure came from, he said it was found in “our research”.

#### Candidate or party response

Kang said the B.C. Arts Council budget decreases by less than 1 percent, that the reduction comes from a government-wide spending review, and asked where the $3.5 million figure came from.

#### Verified status and limits

The transcript records no figure that reconciles the 8.5 percent line with the Arts Council reduction. She said there are no plans for cuts to the First Peoples’ Cultural Council and that Creative B.C. has no cut this year.

- [Debates of April 13, 2026 (afternoon): estimates of the Ministry of Tourism, Arts, Culture and Sport](https://www.leg.bc.ca/hansard-content/Debates/43rd2nd/20260413pm-Hansard-n150.html)Official record · Legislative Assembly of British Columbia, Hansard

### Community gaming grant funding in the estimates debate

Scott McInnis asked whether the $138.585 million community gaming grant budget for 2026-27 is less than last year’s and asked her to review the grants and link them to inflation.

#### Candidate or party response

Kang said the budget is $1.415 million lower than last year, a 1 percent cut that is part of the government’s spending management plan, and that the ministry told its partners the cut was coming. On the review she said the ministry looks forward to opportunities to enhance the program and is open to new ideas.

#### Verified status and limits

She made no commitment to a formal review or an inflation link in the transcript.

### Film tax credit results in the estimates debate

Brent Chapman asked how the ministry measures the film and television credits and asked for the most recent total production spending in B.C.

#### Candidate or party response

Kang said the combined forecast for 2026-27 is $176 million for Film Incentive B.C. and $751 million for the production services tax credit, $927 million in all. She said total production spending is commercially sensitive taxpayer information that her ministry does not hold, and that the Ministry of Finance does the cost-benefit analysis.

#### Verified status and limits

She named jobs, productions, credits claimed and repeat productions as her measures of success. No spending total was given.

Read again on 2026-10-03 and closed: the BC NDP events, latest and media pages name no event or release for her; her estimates debate is now in the speech index and both transcripts are read; her 2017 result is read from Elections BC. Still open. Her campaign page and the BC NDP platform page changed after 2026-09-30; both state the party’s record and plans and name no measure of her own. A direct read of her X page on 2026-10-03 returned a page shell with no posts, and her other social media accounts were not read. Searches of Burnaby Now and Burnaby Beacon on 2026-10-03 returned no 2026 article that names her, and the Vancouver Is Awesome search answered HTTP 403. No 2026 all-candidates meeting, endorsement or forum for Burnaby Centre was found in the last five days. Campaign finances were not reviewed. voche.me did not confirm whether Bill 7 passed: the Hansard for the last sitting day found (May 28, 2026) lists royal assent for other bills and not for Bill 7, and the bill’s final stage was not found. A government release of September 9, 2026 says provincial World Cup tickets were used under a provincial ticketing directive, but the directive’s text and the list of who used tickets were not found. The final cost of hosting the World Cup was not found. Her 2020 election result and her council terms before 2014 were not checked against official records, because the Elections BC address for the 2020 statement of votes was not found. Her roles before 2024 other than the 2020 cabinet appointment come from her government biography. The ministry news page lists releases only from April 20, 2026 on, so releases from January to April 19 were read by address in the first pass and were not listed again. The BC Gov News site is not updated during the election period. The questionnaire has not been sent.

Research status

## What voche.me has checked

Evidence reviewed on 2026-09-30: the Elections BC candidate list and 2024 statement of votes, the legislature’s 2026 speech and vote indexes, three 2026 transcripts where she spoke, 14 government releases from 2026 that quote her, her government biography, the 2014 election notice in the British Columbia Gazette, her campaign page, the BC NDP platform page, and news reports from 2020 and 2026.

Second pass on 2026-10-03: the Elections BC candidate list (printed October 3, 2026) still gives Anne Kang, BC NDP, Burnaby Centre. The Elections BC key dates page now says nominations closed at 1:00 PT on October 3. The legislature’s speech index now lists her estimates debate, and both transcripts (April 13 and 14, 2026) were read. Her vote index entry has no change since 2026-09-30. The Elections BC 2017 report gives her 2017 result. Eight more government releases that quote her were read, and so was a government release on the Burnaby Hospital plan that does not name her. Her campaign page and the BC NDP platform page were read again: both changed since 2026-09-30, so the three party entries below now cite the current text, and the earlier housing wording is kept as a dated fact. A Daily Hive report of October 3 was read.

One entry was changed because a source read on 2026-10-03 shows a change: the Burnaby Hospital promise is now marked “Changed approach”, because a government release of September 21, 2026 says the redevelopment plan was renewed, with $210 million first for the emergency department and surgical unit. Her biography entries, speeches and votes are unchanged. The BC Gov News site says it is not updated during the election period except for health and safety information and statutory topics, so new ministry releases are not expected before the election.

Her commitments on this page come from what she said in the legislature and in government releases in 2026. Her campaign page states no measures of its own. Sections with no entry record that voche.me found nothing on this date.
