# Andrew Mercier

Former MLA for Langley, running again for the BC NDP in Langley-Willowbrook.

Andrew Mercier was the MLA for Langley from 2020 to 2024 and served as Parliamentary Secretary for Skills Training and then as a minister of state, first for workforce development and then for sustainable forestry innovation. In 2024 he lost the new Langley-Willowbrook district to Conservative Jody Toor by 867 votes. In July 2026 the Premier's office named him the Premier's chief of staff. His 2026 campaign statements focus on United States tariffs and jobs.

## About Andrew Mercier

Elections BC lists Andrew Mercier as the BC NDP candidate in Langley-Willowbrook. The copy of the list voche.me read is stamped October 1, 2026 09:00:07 PM. It also lists Shubham Joshi (OneBC) and Jody Toor (Conservative Party) in the district.

He won the Langley district in the 2020 election with 11,089 votes (47.17 percent), according to the Elections BC statement of votes. The legislature's member record lists him as the BC NDP member for Langley in the 42nd Parliament.

In 2024 he ran in the new district of Langley-Willowbrook as the sitting member. Jody Toor of the Conservative Party won with 10,979 votes (48.24 percent). He had 10,112 votes (44.43 percent), and BC Green candidate Petrina Arnason had 1,670 (7.34 percent).

Government releases name him Parliamentary Secretary for Skills Training on November 26, 2020, Minister of State for Workforce Development on December 7, 2022, and Minister of State for Sustainable Forestry Innovation on January 15, 2024. As minister of state, he introduced Bill 38, the International Credentials Recognition Act, on October 23, 2023. The law received royal assent on November 8, 2023. It limits Canadian work experience rules and repeat English tests for people trained in other countries in the professions it covers.

A government release of July 20, 2026 says he was appointed chief of staff to Premier David Eby. The Langley Advance Times called him the Premier's chief of staff when his candidacy was announced on September 25, 2026. voche.me did not find a record of whether or when he left that job.

The legislature's member biography says he is a labour lawyer, worked as legal counsel for Teamsters Local Union No. 213, and was executive director of the BC Building Trades Council. It says he studied at the University of the Fraser Valley and holds a law degree from Dalhousie University. The Langley Advance Times reports that he once ran for office in Langley City. voche.me did not check these points with the employers, the schools or the City.

On October 29, 2024, Langley City Mayor Nathan Pachal thanked him for his service on behalf of council and credited him with work on SkyTrain to Langley City, child care, the expansion of Nicomekl Elementary and funding for the Fraser Highway One-Way. Those are the mayor's words.

### International Credentials Recognition Act (Bill 38)

As Minister of State for Workforce Development, Mercier introduced Bill 38 on October 23, 2023. He told the House it applies to 18 regulatory bodies and 29 professions, limits Canadian work experience requirements and repeat English tests, and creates a superintendent to enforce the rules.

### Call on Langley's Conservative candidates to retract trade war posts

At a press conference on September 29, 2026, Mercier named social media posts by Harman Bhangu, Misty Van Popta and Jody Toor about the trade war, the border and Prime Minister Mark Carney, and asked Lorne Doerkson to have them retract and apologize. The Langley Advance Times and a BC NDP release reported the call. This is one campaign criticizing another.

The Langley Advance Times report carried no reply from the three candidates to the call. At a joint event with them that day, Doerkson said he thinks Trump is a bully and argued that the NDP has done too little for people hurt by the trade war.

His X, Facebook and Instagram pages show a login page to a direct read, so nothing from them is used. No portrait was found that the candidate, the campaign or the party published. The legislature's member data gives no start or end dates for his roles, so the start dates come from government releases and the end dates were not found. voche.me did not find a record of whether or when he left the job of chief of staff to the Premier. The speech indexes for 2022, 2023 and 2024 were read; three transcripts were opened, and the committee debates on Bill 38 were not read. The 2021 speech index, the vote records of his term and his estimates debates as minister of state were not read. Statements by the legislature's member biography about his schools, his past jobs and his community roles, and the report that he once ran for office in Langley City, were not checked with those bodies. Figures he gave in debate were not checked. voche.me found no 2026 statement by him on housing, health care, public safety, education or the environment.
