The District of North Vancouver gave its new council a 90-page orientation guide this month. It is attached to a report by the Corporate Officer, Genevieve Lanz, dated November 2, 2026, for a council workshop on Monday, November 9. The workshop agenda lists all seven members: Mayor [Mike Little](/bc/north-vancouver-district-2026/candidates/mike-little) and Councillors [Daniel Anderson](/bc/north-vancouver-district-2026/candidates/daniel-anderson), [Jordan Back](/bc/north-vancouver-district-2026/candidates/jordan-back), [Mathew Bond](/bc/north-vancouver-district-2026/candidates/mathew-bond), [Jim Hanson](/bc/north-vancouver-district-2026/candidates/jim-hanson), [Lisa Muri](/bc/north-vancouver-district-2026/candidates/lisa-muri) and [Catherine Pope](/bc/north-vancouver-district-2026/candidates/catherine-pope).

The guide is staff's account of the District at the start of the 2026 to 2030 term. Several of its points meet promises the council members made in the campaign.

## A funding gap

The guide says the District "faces a structural funding gap: municipal costs are projected to grow faster than revenues." It names labour costs, inflation, regulatory changes and regional utility charges among the causes outside municipal control, and says council will be asked to balance services, the renewal of assets, climate and emergency work, and "keeping property taxes and utility fees as affordable as possible."

That is the ground on which several promises will be tested. Hanson promised to [vote only for tax increases at or below inflation](/bc/north-vancouver-district-2026/candidates/jim-hanson#promise-tax-at-or-below-inflation). Muri promised to [contain spending and reduce the property tax increase](/bc/north-vancouver-district-2026/candidates/lisa-muri#promise-contain-spending-tax-increase), and Little to keep the budget [on core services and pass savings on](/bc/north-vancouver-district-2026/candidates/mike-little#promise-core-services-budget).

## Aging buildings

The guide says the District owns and maintains "approximately $4.65 billion in assets." It says buildings and wharves are the two groups under the highest renewal pressure, and that "approximately 60% of building inventory is assessed as in poor or very poor condition."

Staff expect to bring a Strategic Facilities Plan to council to set the order of facility renewal and replacement. Back promised a plan to [rebuild the Karen Magnussen and Ron Andrews recreation centres](/bc/north-vancouver-district-2026/candidates/jordan-back#promise-rebuild-karen-magnussen-ron-andrews) and to [replace the Capilano Library branch](/bc/north-vancouver-district-2026/candidates/jordan-back#promise-replace-capilano-library). Anderson listed an [investment in the same two recreation centres](/bc/north-vancouver-district-2026/candidates/daniel-anderson#promise-rec-centre-rebuilds), and Hanson promised to [fund the renewal of recreation centres and libraries](/bc/north-vancouver-district-2026/candidates/jim-hanson#promise-fund-recreation-libraries).

## Homes built and approved

Citing District figures from August 2026, the guide says 6,055 housing units were built in the District since 2011, of which 451 are below-market rental and 542 social and supportive housing, and that 4,485 more were approved. It counts 37,026 homes in the District's housing stock, of which 2,582 are market rentals and 1,810 social, supportive and co-op homes.

The guide says the District's population grew "from approximately 82,000 residents in 2006 to nearly 100,000 residents today," with growth focused on four town centres: Lions Gate and Marine Drive, Lynn Creek, Lynn Valley and Maplewood. Staff plan to review the Official Community Plan beyond 2030 and to meet the Province's rule for five-year updates to the plan, the Housing Needs Report and the Zoning Bylaw.

## The projects staff will bring

Besides the facilities plan and the Official Community Plan review, the guide lists these major initiatives for 2027 to 2030: a Corporate Plan, a 10-year financial plan informed by the State of Assets Report, a long-range Community Transportation Plan with regional advocacy for transit, bridge and highway improvements, Firehall 5 in Norgate, renewed climate action strategies, natural hazard and emergency planning, and the long-term renewal of parks and natural areas.

It also lists stronger regional advocacy on governance, funding and cost sharing for the North Shore Wastewater Treatment Plant and on rising regional utility costs. Pope promised to keep fighting for [lower utility bills](/bc/north-vancouver-district-2026/candidates/catherine-pope#promise-lower-utility-bills), Back for [a public inquiry into the plant](/bc/north-vancouver-district-2026/candidates/jordan-back#promise-metro-vancouver-inquiry), and Bond for [rapid transit and reliable bridges and highways](/bc/north-vancouver-district-2026/candidates/mathew-bond#promise-rapid-transit-bridge-reliability) with regional partners.

## The weeks ahead

The Corporate Officer's report sets three workshops: governance and municipal services on November 9, the hierarchy of plans on November 17, and the budget and financial plan on November 23. It says that from January 2027 council will use the orientation to develop the 2026 to 2030 Council Strategic Plan.

Regular council meetings are on the first and third Mondays of each month at 7 pm, the guide says. Under section 119 of the Community Charter and the District's Council Procedure Bylaw, the term runs from the inaugural meeting on November 2, 2026 to November 4, 2030. Every promise of the people elected is on the [North Vancouver District promise tracker](/bc/north-vancouver-district-2026/tracker).
