# Kim Richter

- Elected, Councillor16,280 votes, 4th of 20. Official count, Township of Langley. [All results](https://voche.me/bc/langley-township-2026/results#councillor)

Re-elected to Langley Township Council on October 17, 2026, with 16,280 votes, fourth of the 20 council candidates. By her own account a councillor since 1999, elected eight times, longer than anyone in the Township's history; the Township's page lists her seventh term from 2018. She joined Langley Strong in May 2026, voted against the 2026 budget, and ran on a performing arts centre, rural roads and lighting with a renewed Rural Plan, farmland kept in the Agricultural Land Reserve, and a wider business tax base in place of higher rates.

Kim Richter was re-elected to the Township of Langley Council on October 17, 2026, with 16,280 votes, fourth of the 20 candidates, in the Township's official count, declared by the Chief Election Officer on October 21, 2026. The Township's results page prints Langley Strong as her elector organization. The Township's page for her, which still describes her 2018 re-election as her seventh term, lists her as a councillor and a director of the Greater Vancouver water and sewerage districts; its results give her 10,007 votes in 2018 and 8,756 in 2022. By her own account she was first elected in 1999 and has taught business management at Kwantlen Polytechnic University since 1993. The Advance Times reported on May 5, 2026 that she and the three other councillors outside Mayor Eric Woodward's majority joined Langley Strong. The minutes of March 9, 2026 record her vote against the 2026 to 2030 financial plan and her seconding of Blair Whitmarsh's fiscal plan motion. At the Fort Langley all-candidates meeting she said the Township needed to deliver on a performing arts centre.

01 / Introduction

## About Kim Richter

Kim Richter was re-elected to the Township of Langley Council on October 17, 2026, with 16,280 votes, fourth of the 20 candidates for the eight seats, in the Township's official results declared on October 21, 2026. The Langley Advance Times reported that the Langley Strong team won the mayor's chair for Jay Lundgren, six of the eight council seats and all five Township seats on the Langley Board of Education. The new Council's inaugural meeting is on November 2, 2026.

The Township's page for her says she was re-elected in 2018 for her seventh term; it has not been updated for 2022. Its results pages give her 10,007 votes in 2018, third of 23 council candidates, and 8,756 in 2022, seventh of 28. By her own account on the Langley Strong site she has been elected eight times since 1999, longer than anyone in the Township's history, and ran without a slate until 2026. The Township's page lists her as a director of the Greater Vancouver Water District and the Greater Vancouver Sewerage and Drainage District, and among her past roles co-chair of the Agricultural Advisory and Economic Enhancement Committee, the Seniors Advisory Committee and the Economic Development Advisory Committee, a member of the Mayor's Standing Finance Committee, and a director of the Metro Vancouver board, its housing corporation and its regional parks committee. By her own account the Metro Vancouver seat ran from 2018 to 2022.

The Township's page says she is a business management instructor at Kwantlen Polytechnic University and moved to the Salmon River Uplands from Calgary in 1986. By her own account she has taught at Kwantlen since 1993, holds a Bachelor of Arts, a Bachelor of Science and a Master's in Health Administration from the University of Ottawa, chaired the South Fraser regional health board and the Langley community health council, was a trustee of Langley Memorial Hospital, was a founding president of the North Otter Performing Arts Association and a director of Langley Family Services, and volunteered at the Langley Animal Protection Society. voche.me has not checked the degrees, the health roles or the volunteer roles. The Advance Times reported on May 5, 2026 that she, Margaret Kunst, Barb Martens and Blair Whitmarsh, the four councillors outside Woodward's Progress for Langley majority, had joined Langley Strong; on her page she writes that she keeps her own judgment on every vote.

Her votes in the last year of the term are on the record. The minutes of the Regular Council Meeting of March 9, 2026 record that the 2026 to 2030 financial plan bylaw passed first, second and third reading with Kunst, Martens, Richter and Whitmarsh opposed, that she seconded Whitmarsh's motion for a long-term fiscal responsibility plan, which the majority amended into a staff report before it carried, that she moved the motion on the flat-rate utility due date, and that she was the one vote against several amendments to the draft Transportation and Mobility Strategy. At the Chamber of Commerce all-candidates meeting on September 29 she said the Township had borrowed up to its limit, the Advance Times reported. The paper reported that at the June 15 meeting she said the Township's audited net debt had risen to $131.1 million from $8.5 million the year before and that the numbers were hard to accept, that she and Martens left the meeting citing conflicts of interest before the vote on the Council Procedure Bylaw changes, saying five members had a conflict related to a closed matter, and that she voted with the Langley Strong councillors for Martens' motion to lower the Five Corners roundabout speed limit to 20 km/h, which lost five to four. On July 30 the paper reported that she was the one vote against a Brookswood rezoning for fourplexes, wishing more trees on the site were kept. On July 27 it reported that she was absent from the closed-meeting vote that authorized up to $500,000 for the legal costs of Woodward and two councillors in a petition seeking their disqualification; the petition's claims had not been tested in court when the paper reported on it.

On her Langley Strong page she lists what she calls her work of the 2022 to 2026 term, including the debt financing summary report motion, a request for a provincial audit of the 2024 and 2025 budgets, the More Great Playgrounds motion and the blocking of a soil deposit application on 224 Street; that list is her own account, and voche.me has checked only the votes named above against the minutes and the Advance Times. Langley Strong's fire department fact check of October 10, 2026 says, citing the minutes, that she voted against the 2018, 2023, 2024, 2025 and 2026 financial plans and against the 2023 loan bylaw for the Brookswood fire hall, and that her stated reason each time was the borrowing; that is the organization's account.

At the Fort Langley all-candidates meeting on September 21, 2026 she said the Township needed to deliver on a performing arts centre, which she called long overdue, the Advance Times reported. In Langley Strong's community pillar release she said respect for rural Langley meant a renewed Rural Plan, roads safe to drive at night, lighting where it is needed and a bylaw department that responds; in its small business release she said a wider tax base and not higher rates was how to protect homeowners; and in its taxpayers release she called the Township's finances a crisis to be faced in public. On her page she writes that the Agricultural Land Reserve is food security and flood management, and that the burden of proof on any exclusion application belongs to the applicant.

### Rural roads, lighting, bylaw enforcement and a renewed Rural Plan

04

### A wider business tax base in place of higher rates

## What voche.me has checked

Researched on 2026-10-30 through the seven search steps listed below: the Township's results page, declaration of candidates and About the Candidates page; the Township's council page, its page for Councillor Richter and its 2018 and 2022 results pages; the minutes of the Regular Council Meeting of March 9, 2026; her page on the Langley Strong site, the team page, the full platform, the releases of May 5, September 8, 14 and 20 that quote her, and the organization's fire department fact check; her VoteMate page; the Advance Times' candidate profile of October 8 and its reports of March 16, May 5 and 7, June 16, 17, 21 and 25, July 27 and 30, September 24, October 3, 7, 17 and 19, 2026.

Her vote counts, her committee roles and her votes of March 9, 2026 come from the Township's own pages and minutes. Her first election in 1999, her degrees, her Kwantlen years and her health board roles are her own account; the Township's page confirms the instructor post and a seventh term from 2018. Her Facebook and Instagram accounts, the ones she gave the Township, were not read, because both sites show a login page to scripts. Minutes other than those of March 9, 2026 were not read; the other votes named come from the Advance Times. The Advance Times' site search returned no results for her name on 2026-10-30, so her coverage was found through the council reports already saved for her colleagues.
